Job summary

Plainfield Township in Northampton County, Pennsylvania, is seeking a Finance Director/Treasurer to serve as the statutory financial officer and strategic financial adviser. This full-time, exempt role reports to the Township Manager and oversees budgeting, accounting, payroll, audits, and DCED reporting.

Qualifications

• Advanced proficiency in Excel is required.
• Knowledge of DCED reporting requirements and fund accounting.
• General knowledge of generally accepted financial principles and accounting principles.
• Experience with financial software systems; QuickBooks experience is preferred.
• Ability to communicate clearly with elected officials, staff and the public; work collaboratively with the Township Manager and administrative team.

Responsibilities

• leading the budget development process from a financial perspective, including variance analysis and strategic recommendations
• preparing and monitoring budget versus actual reports, amendments, and multi-year financial forecasting
• managing fund balance levels, accounts payable and receivable, and general ledger and fund accounting
• administering bi-weekly payroll and confidentially maintaining payroll records
• coordinating the annual audit and preparing monthly financial reports for the Board of Supervisors
• completing all financial reports required by the Pennsylvania Department of Community and Economic Development (DCED)
• coordinating with the elected Tax Collector on receipt and reconciliation of tax collections
• managing cash flow, banking relationships, and investment portfolios, and administering debt service payments
• serving as primary insurance liaison and claims coordinator for all Township insurance matters, including workers' compensation
• overseeing financial software systems, currently QuickBooks, and reconciliation with the SmartGov permit tracking system
• coordinating grant strategy, applications, reporting, and compliance in partnership with the Township Manager
• administering employee benefits and pension programs and ensuring compliance with reporting requirements
• providing operational support and strategic financial advice to the Township Manager and Board of Supervisors

About the Position

The Finance Director/Treasurer is a full-time, salaried, exempt position that reports to the Township Manager. Qualifications

Candidates should possess general knowledge of generally accepted financial and accounting principles, familiarity with Pennsylvania Second Class Township Code requirements and the statutory duties of Treasurer, and knowledge of DCED reporting requirements and fund accounting. Advanced proficiency in Excel is required, along with experience in financial software systems, QuickBooks experience preferred. Strong regulatory compliance, attention to detail, strategic financial thinking, and analytical and problem‑solving skills are required, along with the ability to communicate clearly with elected officials, staff, and the public and to work collaboratively with the Township Manager and administrative team.
