Job summary

New York State Higher Education Services Corporation seeks a Data Analyst 2 to join the Division of Budget. You will convert financial education related data, support reports and policy documents, and collaborate with staff to inform decisions.

Responsibilities include analyzing grants and scholarships spending, maintaining databases, and supervising at least one Data Analyst 1. Strong Excel and statistical modeling skills are required.

Qualifications

• Bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or related field; and three years of experience in data visualization, and statistical models and data mining tools.
• A master’s degree may substitute for one year of experience; a Ph.D. may substitute for two years.

Responsibilities

• Analyze and monitor grants and scholarships spending and trends to draw conclusions, recommend improvements, prepare forecasting projections, and produce fiscal reports.
• Serve as the finance liaison to the Division of Budget, conducting financial analysis including budget modifications, costing requests, and savings proposals.
• Maintain databases on grants and scholarships expenditures.
• Performs ad hoc reporting and analysis as necessary.
• Supervise subordinate staff.
• Performs related duties as assigned.
• Must have strong Microsoft Excel skills and experience in statistical analysis, particularly predictive modeling.
