FINANCE ADMINISTRATOR
Position Summary

The Finance Administrator reports to the Township Manager and is responsible for the administration of the Township’s financial operations, including budgeting, accounting, accounts payable, cash controls, financial reporting, grants, and financial recordkeeping. The position ensures financial transactions and records are accurate, timely, secure, and maintained in accordance with applicable laws, regulations, Township policies, and established procedures. The position also provides administrative support to Township operations as assigned.

  • Assist the Township Manager with the preparation, administration, and monitoring of the annual budget.
  • Maintain accurate financial records, including the general ledger, accounts payable, cash accounts, and related financial documentation.
  • Establish and maintain appropriate internal controls to safeguard Township funds and ensure financial transactions are properly authorized and recorded.
  • Process accounts payable, purchase orders, invoices, checks, and other financial transactions in an accurate and timely manner.
  • Reconcile bank accounts and financial records and investigate and resolve discrepancies.
  • Monitor cash balances, reserves, investments, and other financial activities and provide information to the Township Manager as needed.
  • Prepare monthly and quarterly financial reports and assist with analysis of budget-to-actual results and financial variances.
  • Monitor and track grant funding, expenditures, reimbursements, and reporting requirements.
  • Assist with the preparation and coordination of the Township's annual financial audit.
  • Maintain the Township's computerized accounting and financial management systems and ensure the accuracy and security of financial data.
  • Maintain organized financial records and ensure the proper filing, retention, and security of financial and administrative documents.
  • Administer Township credit card and purchasing activities in accordance with established policies and procedures.
  • Provide financial and administrative assistance to Township departments, employees, elected officials, vendors, and members of the public.
  • Issue permits, licenses, maintain booking records, and perform other administrative functions as assigned.
  • Perform other related duties and responsibilities as assigned by the Township Manager.
Preferred Knowledge and Skills
  • Knowledge of federal and Pennsylvania laws, regulations, reporting requirements, and accounting requirements applicable to municipal government.
  • Knowledge of governmental accounting principles and practices.
  • Experience with municipal financial management and accounting systems.
  • Experience with municipal budgeting, grants, purchasing, accounts payable, and financial reporting.
  • Familiarity with Pennsylvania municipal government operations and applicable regulatory requirements.
Minimum Qualifications
  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field; and
  • Three (3) to five (5) years of progressively responsible experience in governmental, municipal, accounting, finance, or related administrative work.

OR

  • An equivalent combination of education, training, and progressively responsible experience that provides the knowledge, skills, and abilities necessary to successfully perform the essential duties and responsibilities of the position.
  • A valid Pennsylvania Class C driver's license, or equivalent, is required
Working Conditions and Other Requirements

The Finance Administrator performs work primarily in an office environment and regularly uses computers, telephones, office equipment, and financial management systems. The position requires frequent interaction with employees, elected officials, vendors, contractors, financial institutions, government representatives, and members of the public. The position requires the ability to maintain confidentiality and exercise discretion when handling financial, personnel, taxpayer, vendor, and other sensitive information. The employee must be able to manage multiple priorities, meet established deadlines, and maintain a high degree of accuracy in financial and administrative work.
