Job summary

About Harris County Flood Control District: The Harris County Flood Control District’s (District’s) core mission is to mitigate the risk of flooding in Harris County, which has a population of over 5 million and includes the City of Houston, the fourth-largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks.

What you will do at Harris County Flood Control District:

This District is seeking motivated individuals to serve as Field Safety Coordinator/Safety Technician, responsible for providing on-site safety oversight for field crews working outdoors. This role performs field inspections, assists with hazard mitigation, ensures compliance at job sites, and serves as a first point of contact for safety concerns during operations. The position supports high-risk and outdoor activities such as equipment operation, inspections, maintenance, and environmental field work.

Essential Functions and Duties:
Field Safety Inspections
  • Conduct daily field safety inspections at job sites, including equipment, vehicles, and work practices.
  • Monitor field compliance with Occupational Safety and Health Administration (OSHA) standards, Personal Protective Equipment (PPE) requirements, and organizational safety policies.
  • Ensure proper signage, barricades, and traffic-control measures are in place at field locations.
  • Monitor weather conditions and environmental risks affecting field operations.
Hazard Identification & Corrective Actions
  • Identify hazards and collaborate with crews to implement corrective actions.
  • Assist crews with job hazard analyses (JHAs) and risk assessments before work begins.
Training & Field Safety Support
  • Provide tailgate/field training sessions and safety briefings.
  • Participate in emergency drills, rescue plans, and field safety programs.
Documentation & Incident Response
  • Document field observations, exposures, and inspection findings.
  • Support incident response and preliminary field-level investigations.
Additional Duties
  • Attend meetings, seminars, conferences, workshops, and other educational or training programs.
  • Assist with department projects, as needed.
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements
Education:
  • High school diploma or G.E.D. equivalent
Experience:
  • Requires a minimum of one (1) - three (3) year of experience in field operations, construction, environmental work, or safety support.
  • Ability to identify job site hazards and communicate effectively with field crews.
Licensure:
  • Valid Class "C" Texas Driver’s License
Knowledge Skills, and Abilities:
  • Solid knowledge of Microsoft Office Professional (Outlook, Word, PowerPoint, Excel), GIS Software, and ArcMap.
  • Knowledge of basic OSHA requirements for outdoor and construction-like activities.
  • Good verbal & written communication skills.
  • Good organizational skills.

  • Ability to prioritize and manage multiple projects and/or assignments.
  • Ability to be self-motivated. A self-starter.
  • Ability to work outdoors in varied weather conditions.
  • Read/comprehend written materials (e.g., policies, procedures, operating instructions, and safety notices); write/record legible notes of activity and accurately complete required forms; and solve simple mathematical problems that may be required in normal work situations.

Preferences
Work Experience:
  • Prefer experience in public works, utilities, environmental services, or flood-control operations.
Education/Certifications:
  • Prefer some coursework in safety.
  • Prefer OSHA 10 or OSHA 30 certification.
  • Prefer Construction Site Safety Technician (CSST), Certified Healthcare Security Officer (CHSO), or similar entry-level safety credentials.

Physical Demands and Environmental Exposure:
  • Frequent walking on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas, or construction sites.
  • Frequent walking up and down steep slopes of ditches, maintaining balance and maneuvering on very rough and uneven terrain.
  • Frequent ascending/descending stairs, and driving a vehicle with automatic controls.
  • Occasional stooping, bending, reaching, lifting, and carrying of items up to 25 pounds.
  • Occasional sorting, filing, shelving, and handling of documents, files, books, file drawers, and related materials and equipment required for clerical operations.
  • Approximately 85% of work is performed outdoors, where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind, and dust.
  • May be exposed to vegetation retardants, herbicides, and fertilizers, petroleum products, including but not limited to gasoline, oil, grease, diesel, and other fuels and lubricants, snakes, wildlife, wasps, bees, and other flying or walking insects, aquatic bacteria, viruses, and other micro- organisms, vibration or noise in excess of 85 decibels.
  • Approximately 15% of work is performed in the office, and duties will be performed in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels.
