Harris County Flood Control District is seeking a Construction Data Analyst to support countywide implementation of the Harris County Worksite Safety Policy. In this onsite role in Houston, TX, you will manage construction safety data, analyze trends that can inform policy improvements, and deliver routine and ad hoc reporting for safety and leadership stakeholders.
What you’ll do
- Create and implement data collection processes to gather accurate, complete information from multiple sources, including worksite safety inputs from construction sites, County Safety Inspectors, contractor reports, and worker complaints.
- Analyze complex safety datasets to identify patterns and insights related to workplace injuries, violations, near-misses, and contractor safety performance.
- Perform data cleansing and validation for OSHA 300 logs, inspection checklists, incident reports, and contractor certifications to maintain data integrity and support accurate safety performance tracking.
- Share findings with the County Worksite Safety Committee, department leadership, and other stakeholders by translating safety metrics into clear visualizations and narratives for decision-making and policy adjustments.
- Develop and maintain interactive dashboards, databases, and reporting systems using Power BI and other visualization tools to track key safety metrics, including worksite visits, inspection findings, training requirements, stop-work events, escalations, incident investigations, safety issues resolved, corrective actions, contractor compliance rates, injury and illness incidents, and heat illness prevention measures.
- Ensure compliance with data governance, privacy regulations, and recordkeeping requirements while safeguarding confidential worker complaint information.
- Compile and analyze data for mandatory quarterly worksite safety reports to the Commissioners Court, including inspection metrics, violations, corrective actions, worker injuries and illnesses, and identifiable incident causes.
- Support the development and ongoing tracking of contractor safety performance data used in future contract award and evaluation processes.
- Assume additional responsibilities as required, adjusting to evolving district needs and objectives.
Required qualifications
- Bachelor’s degree in data science, Statistics, Computer Science, Business Analytics, or a related field.
- An equivalent combination of technical training and directly related data experience (minimum 4 years) may substitute for the education requirement.
- Valid Class C Texas Driver’s License.
- Excellent written and verbal communication skills, including the ability to convey technical information to non-technical audiences.
- Strong attention to detail and a commitment to data accuracy.
- Knowledge of databases (e.g., SQL, NoSQL), data models, and querying large datasets.
- Knowledge of descriptive and inferential statistics, including hypothesis testing, regression analysis, and probability.
- Experience developing and maintaining dashboards for performance tracking and generating actionable insights from multiple perspectives.
- Ability to analyze and solve problems by interpreting complex data and identifying key insights.I
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.

Physical demands and environment
- Frequent stooping, bending, reaching, lifting, and carrying of items up to 10 pounds; occasional lifting up to 20 pounds.
