Job summary

T12 Technologies is seeking an experienced Program Manager / Team Lead to oversee End-Use Monitoring (EUM) operations in Haiti under a DoS/INL contract. Based in Port-au-Prince, you will manage a multi-person team across 10 departments, ensure compliance with SOW and regulations, and coordinate with INL offices to drive program success.

Requirements include a bachelor’s degree, 5+ years in monitoring/leadership roles, US citizenship with active clearance, and willingness to travel domestically

Qualifications

• Bachelor’s degree required; advanced degree preferred.
• Minimum five (5) years of experience in monitoring/evaluation, strategic planning, process mapping, performance management, or auditing/administration.
• At least two (2) years of experience as a team lead or managing staff.
• At least two (2) years supporting overseas logistics programs, preferably OCONUS and involving defense articles.
• Experience developing training materials, procedures, and policy.
• U.S. Citizen with active Secret Clearance required.
• Based in Port-au-Prince, Haiti or willing to relocate.
• Ability to drive armored vehicles.

Responsibilities

• Serve as the primary point of contact for INL PaP and INL/WHP on all programmatic, operational, and contractual matters related to EUM activities in Haiti.
• Oversee day-to-day performance of contract personnel, including the DM&E Specialist and EUM Specialists, with regular supervision and reviews.
• Exercise full authority for major implementation decisions on behalf of the contractor.
• Recruit, screen, onboard, task, compensate, and, if necessary, terminate contracted employees per host nation labor laws and FAR provisions.
• Ensure all team members identify themselves as contractors in official interactions with GoH and other stakeholders.
• Oversee EUM tasks: asset inspections, inventory audits, protocol improvements, asset transfer support, and security facility audits across Haiti's ten departments.
• Plan and manage in-person, secondary, and virtual monitoring visits, including high-risk areas.
• Coordinate with INL PaP and GoH for access to approximately 70 defense article facilities for audits.
• Manage asset delivery/receipt, tagging, and documentation accuracy at transfer events.
• Ensure GoH compliance with storage requirements and provide notification within 48 hours.
