Job summary

Job Description
PURPOSE SUMMARY.

Performs field inspections to identify deficiencies in flood control infrastructure and conducts routine maintenance using Flood Commission equipment. Ensures proper facility operation while maintaining structural integrity and functionality.

ESSENTIAL DUTIES.

1. Perform routine inspection and maintenance on Flood Commission dams and structures.

  • Review and complete semi-annual dam inspection forms for deficiencies or required actions.
  • Mowing of vegetation inside the pooling area utilizing light equipment.
  • Removal of trash & invasive vegetative species including loading and hauling of waste material to proper disposal facility.
  • Restoration of structure design capacity via removal, relocation, stockpile or general management of foreign sediment.
  • Remove debris and sediment from ponds, channels and swales caused by storm runoff.
  • Back fills rill and gully erosion and side slopes.
  • Operate light to medium duty equipment to repair and maintain facility infrastructure in accordance with all safety regulations and procedures.
  • Transport light to medium mobile equipment and materials to and from the project site.

2. Assist with installation and site maintenance associated with flood warning system infrastructure.

  • Use skid steer and associated attachments to dig holes for installation of weather systems.
  • Site preparation using light equipment for planned infrastructure.
  • Maintenance and repair of weather station site grounds.

3. Attend and participate in on-site training to stay informed on proper department policy and procedure for operations and maintenance of structures.

  • Attend and participate in training/educational opportunities about what kind of equipment the department utilizes, how it's used, capacity/limitations of equipment, and applicable uses.
  • Obtain training and practice how to equip vehicles with maintenance equipment, how to maintain equipment and policy/procedure for how to service equipment.
  • Participate in trainings and attend inspections to learn how to properly inspect a dam, and how to maintain a structure without causing damage, or violating regulatory requirements.
  • Review and abide by department SOPs for on-site safety requirements and mitigation of occupational hazards.

4. Treat Flood control structure embankments and side slopes to protect as needed.

  • Apply herbicide to embankments and side slopes to reduce spread of noxious plant species with invasive root systems.
  • Apply pesticides on flood control dams to prevent burrowing animals from compromising the structural integrity of the structure.
  • Formulate, procure, handle and apply herbicides and pesticides utilizing appropriate materials and methods.
  • Follow and enforce environmental, agricultural, and pesticide related codes and policies pertaining to the use of any chemical substance.

5. Read, interpret and follow construction plans, staking and markings.

  • Utilize existing documentation, extract information from as built drawings to perform restorative maintenance work back to the design condition.
  • Utilize field markings including lath, construction staking, signage and surveying limits for direction and/or plan conformance.
  • Verify completed or in progress work to ensure plan conformance.
  • Ensure adherence to any on site hazards, obstructions, utilities, and areas to be avoided through survey markings.

6. Assist in the operation of the robotic conduit camera.

  • Load transport trailer and associated equipment to the project site.
  • Assist others in operating the camera and guiding the camera & cables through conduits.
  • Assist others in troubleshooting potential field problems or access trouble.
  • Document findings and complete inspection reports with pertinent information.
ADDITIONAL DUTIES.

QUALIFICATIONS.

A. Education.

High school diploma or equivalent.

B. Experience.

Two years of full-time experience in general construction maintenance, including operation of light and medium equipment.

C. Education/Experience substitution.

In accordance with County Policy.

D. Licenses/Certifications.

Must obtain a Commercial Driver's License (CDL), Class A within 12 months of hire. Must obtain a New Mexico Department of Agriculture's Category 3A - Ornamental & Turf pests Certification & Category 7D - Wood Destroying Pest certification within 12 months of hire. Certifications must be maintained throughout employment.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.).

Must pass pre-employment background check and pre-employment drug and alcohol test. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy. Must comply with the drug and alcohol Clearinghouse requirements in accordance with the Federal Motor Carrier Safety Administration.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Knowledge of:
  • Generally accepted means and methods for functionality of flood control structures.
  • Light, medium and heavy equipment function and applicable uses as they relate to flood control structures.
  • Vehicle and equipment maintenance needs.
  • County policy and procedure, safety standards and practices.
  • Traffic laws/rules involved in equipment operation and transportation.
Skill in:
  • Strong prioritization and time management skills to effectively handle multiple simultaneous tasks and responsibilities.
  • Proficient in operating light and medium equipment for construction and maintenance.
  • Reading and interpreting maps, sketches, drawings, stakes and specifications.
  • Organizational and communication skills, including basic time management, scheduling, and effective communication.
Ability to:
  • Work productively, efficiently and independently.
  • Perform a variety of skilled maintenance and construction field operations tasks.
  • Abide by all department safety policy and procedure and ensures safe working conditions despite unfavorable weather conditions.
  • Clearly communicate with engineers and coordinators to discuss field logistics and conditions.
Compensation Range

$16.40 - $24.87
