Field Inspector / Professional Engineer
Inspection Services Position Overview

The Professional Engineer / Field Inspector will support FEMA disaster recovery and Public Assistance programs through professional field inspections, damage assessments, condition verification, technical documentation, and project development activities. The position will conduct field inspections of disaster-damaged facilities and infrastructure, document existing and disaster-related conditions, collect measurements and technical information, and support the development and validation of scopes of work and project documentation in accordance with FEMA requirements and applicable Puerto Rico laws, regulations, codes, and professional standards. The position requires a professional engineer licensed to practice in Puerto Rico and will work closely with Project Managers, technical specialists, applicants, contractors, and other program personnel.

Key Responsibilities
  • Conduct professional field inspections and site assessments to document and verify disaster-related damages and existing conditions.
  • Evaluate structural, civil, mechanical, electrical, or other infrastructure conditions within the engineer’s area of professional competence.
  • Collect and validate photographs, measurements, quantities, field notes, asset information, and other technical documentation required to support FEMA Public Assistance projects.
  • Compare field conditions with Project Worksheets, Damage Inventories, scopes of work, drawings, specifications, cost documentation, and other available project records.
  • Assist Project Managers and technical teams with development and validation of scopes of work, damage descriptions, quantities, and project documentation.
  • Identify discrepancies, additional damages, potential scope changes, and conditions requiring further technical evaluation.
  • Prepare professional inspection reports documenting findings, recommendations, photographs, measurements, and supporting technical information.
  • Coordinate with applicants, facility representatives, contractors, engineers, architects, and other stakeholders during inspections and technical reviews.
  • Ensure inspection documentation is accurate, complete, and maintained in accordance with FEMA, client, and applicable Puerto Rico requirements.
  • Communicate significant technical findings, risks, deficiencies, and potential project impacts to the Project Manager and program leadership.
Required Qualifications
  • Bachelor's degree in Civil Engineering or related engineering discipline.
  • Active Professional Engineer (PE) license in Puerto Rico.
  • 3+ years of engineering/construction inspection experience.
  • Experience with infrastructure, public works, or federally funded projects preferred.
  • Experience with FEMA Public Assistance or disaster recovery programs highly preferred.
  • Ability to conduct field inspections, document existing/project conditions, validate completed work, review contractor documentation, and prepare technical inspection reports.
  • Knowledge of construction drawings, specifications, codes, SOWs, schedules, and cost documentation.
  • Bilingual English/Spanish preferred.
  • Ability to travel throughout Puerto Rico for field inspections.
Preferred Qualifications
  • Experience with public infrastructure, buildings, utilities, roads, drainage systems, parks and recreation facilities, or other government assets.
  • Experience with post-disaster damage assessments and recovery programs.
  • Familiarity with FEMA Public Assistance policies, PAPPG requirements, and project delivery processes.
  • Familiarity with Puerto Rico permitting and construction requirements, including OGPe processes, where applicable.
  • Experience using GIS, mobile inspection applications, construction management software, or digital field documentation tools.
  • Bilingual English/Spanish communication skills are strongly preferred.

Work Environment & Travel

This is a field-oriented professional position requiring regular travel to project sites, facilities, and infrastructure locations throughout Puerto Rico. Work may occur outdoors, in damaged facilities, active construction areas, and other field environments and may involve variable weather and site conditions. The position may require periods of increased field activity and accelerated schedules following disaster events or during major project delivery milestones.
