Job summary

NOVA Engineering and Environmental, LLC in Naples, FL is seeking a Municipal Utilities & ROW Site Inspector to support infrastructure and public works projects. You will inspect underground utilities, roadway and ROW improvements, and stormwater systems to ensure compliance with plans, permits, and FDOT standards.

The role requires hands-on field inspection experience, knowledge of erosion control, MOT, trench safety, and coordination with contractors and County staff.

Qualifications

• High school diploma or equivalent required.
• 1-3+ years of construction inspection experience involving municipal infrastructure, utilities, roadway construction, public works, or site development projects.
• Ability to read and interpret construction plans, utility profiles, grading plans, drainage plans, and specifications.
• Working knowledge of utility locates, trenching operations, utility installation methods, and construction sequencing.
• Familiarity with Right-of-Way (ROW) construction activities and utility coordination.
• Strong written communication, documentation, and organizational skills.
• Ability to work outdoors on active construction sites in varying weather conditions.
• Valid driver's license with acceptable driving record.

Responsibilities

• Perform field inspections of municipal infrastructure and site development projects, including underground utilities, utility crossings, ROW and roadway improvements, and stormwater infrastructure.
• Monitor contractor activities to ensure compliance with project plans, permits, and FDOT standards.
• Inspect trenching operations, utility installations, structures, fittings, manholes, and backfill activities for proper construction practices.
• Verify utility depth, separation requirements, line and grade, elevations, slopes, and drainage flow patterns.
• Review erosion and sediment control measures in accordance with approved plans and permit requirements.
• Observe and document compaction testing and other quality control activities.
• Interpret civil engineering plans and construction specifications.
• Utilize laser levels, GPS, and field data collection tools to verify tolerances.
• Assist in identifying utility conflicts and coordinate resolutions with stakeholders.
• Review as-built drawings and record documents for completeness.
