Job Summary

Field Engineer - Labor, Equipment and Materials (LEM) reports to the CP2 Assistant Resident Engineer – Cost Verification. The engineer is responsible for the contemporaneous field verification, documentation, and substantiation of reimbursable direct costs associated with labor, equipment, and materials. The role is full‑time and site‑based at the Newhall Yard and West Portal construction site. The engineer serves as the primary point of field‑based cost reporting and tracking, ensuring that all reimbursable work is accurately measured and recorded, supported by auditable documentation, aligned with contract requirements, and correlated with physical progress and production.

The position requires close coordination with the contractor, resident engineer team, and the contracts and project controls teams.

Major Responsibilities
  • Collect and maintain daily field records of labor, equipment, and materials deployed in the work, ensuring all records are complete, accurate, contemporaneous, and traceable to daily shift reports, measurements, and supporting documentation for audit purposes.
  • Verify labor classifications, crew sizes, and hours worked.
  • Verify equipment type, ownership category (owned or rented), and utilization status, including operating hours and standby time, ensuring consistency with claimed reimbursable hours.
  • Verify materials delivered, installed, or consumed, supported by delivery tickets, invoices, and installation records.
  • Ensure all resources are physically observed performing the work and relate directly to reimbursable work scope.
  • Document idle time, standby, inefficiencies, disruptions, rework, or out‑of‑sequence work.
  • Identify non‑reimbursable costs, misclassified or unsupported costs.
  • Measure and verify installed quantities and percentage complete.
  • Support the contract admin team in reviewing contractor payment applications by providing substantiated field records, quantity verification, and resource validation to support or challenge payment applications.
Education and Experience Requirements
  • Level I: Bachelor’s degree (or international equivalent) and 5–8 years of relevant experience, or 9–12 years of relevant work experience in lieu of degree.
  • Level II: Bachelor’s degree (or international equivalent) and 8–10 years of relevant experience, or 12–14 years of relevant work experience in lieu of degree.
  • Preferable to have prior construction and engineering experience on large‑scale infrastructure projects.
Required Knowledge and Skills
  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
  • Ability to proactively act upon and solve construction and contract issues.
  • Ability to read and interpret contract documents, construction plans, and specifications.
  • Ability to work independently with minimal supervision.
  • Strong time management skills and excellent attention to detail.
  • Ability to work in a fast‑paced collaborative environment.
  • Able to obtain a valid California Class C driver’s license within 60 days of starting the project.
