The Chief Executive Officer (CEO) -- Field provides strategic, operational, clinical and financial leadership for Recovery Centers of America at our residential treatment facility in Waldorf, MD and outpatient operations in Fairfax, VA.

The CEO is accountable for advancing the organization’s mission, delivering high-quality patient care, developing effective leadership teams, achieving operational and financial objectives, and ensuring compliance with all applicable licensing, accreditation, contractual, and regulatory requirements.

Working in partnership with corporate and facility leadership, the CEO establishes priorities, evaluates organizational performance, addresses operational and market changes, and implements strategies that support sustainable growth, employee engagement, patient experience, clinical quality, and long‑term organizational success.

Key Responsibilities
  • Provide strategic, operational, clinical, and financial leadership for assigned residential and outpatient operations.
  • Create a mission-driven culture focused on patient care, quality, accountability, collaboration, and employee engagement.
  • Build, develop, and hold accountable a high-performing leadership team.
  • Establish organizational priorities, performance expectations, and measurable goals.
  • Oversee clinical and nonclinical functions, including Nursing, Clinical Services, Admissions, Business Development, Human Resources, Finance, and Quality and Compliance.
  • Ensure programs operate in accordance with applicable licensing, accreditation, regulatory, contractual, and organizational requirements.
  • Maintain effective systems for patient safety, clinical quality, documentation, incident reporting, and continuous improvement.
  • Monitor patient experience, clinical outcomes, staffing, compliance, and operational performance and implement corrective actions as needed.
  • Ensure appropriate staffing models, leadership coverage, policies, procedures, and resources are in place to support safe and effective care.
  • Achieve budgeted census, revenue, expense, profitability, and operational performance goals.
  • Review financial, operational, workforce, and quality data to identify risks, trends, and opportunities for improvement.
  • Lead census-development, program-growth, and service-expansion initiatives while maintaining appropriate clinical and compliance standards.
  • Develop strong relationships with referral sources, payors, healthcare partners, community organizations, and other key stakeholders.
  • Partner with corporate leadership and shared-service teams to implement strategic initiatives and support long-term organizational success.
Qualifications
  • Bachelor's Degree required, Master's Degree preferred.
  • Two years full-time administrative/executive leadership OR five years of supervisory experience in a substance use disorders treatment facility or behavioral health hospital.
  • Solid knowledge of behavioral health management practices and clinical operations.
  • Advanced knowledge of Maryland Residential and Outpatient and Virginia Outpatient behavioral health regulations and accreditation requirements.
  • Working knowledge of operations, financial management, and marketing methods.
In addition to Maryland IP and OP, the following responsibilities are required for Virgina OP:
  • Maintain active DBHDS licensure and submit required updates and Corrective Action Plans through the CONNECT portal.
  • Adhere to Virginia Human Rights regulations (12VAC35-115) and implementing policies that safeguard client dignity, privacy, and complaint resolution.
  • Oversee program alignment with ASAM criteria for admission, continued stay, and discharge planning.
  • Guarantee 24/7 emergency consultation availability and timely psychiatric/medical consultation (within 24 hours by phone and 72 hours in person).
  • Establish formal affiliations for higher levels of care, including detox and residential services.
  • Maintain fiscal accountability, indemnity coverage, and governance policies specific to Virginia standards.
  • Supervise staff credentialing, ensuring Medication‑Assisted Treatment (MAT) availability, and compliance with DBHDS reporting requirements.
  • Ensure compliance with Virginia breach notification requirements under Va. Code 18.2‑186.6.
