Job summary

The Weatherization Assessor position with Community Council of South Central Texas is based in Fort Stockton and covers Fort Stockton and surrounding areas. The role conducts home energy assessments to determine allowable repairs while complying with program requirements and serves as a liaison between contractors and clients.

You will prepare reports, cost estimates, and enter data into NEAT or MHEA, with travel within the service area.

Qualifications

• High school diploma or equivalent required.
• 1–3 years building construction or related work experience preferred.
• OSHA card and EPA lead certification required or willingness to obtain within 3 months.
• Willingness to obtain BPI Quality Control Inspector (QCI) certification.
• Experience with low-income clients in a non-profit setting preferred.
• Bilingual in Spanish and English preferred.
• Pre-employment background check, drug test and MVR required.
• Must be 21+, valid Texas driver's license with reliable vehicle and willing to travel daily.
• Availability Monday–Friday 8:00am–5:00pm; schedules may vary.

Responsibilities

• Conducts home energy assessments for single and multi-family units to determine allowable energy related repairs and improvements.
• Conducts applicant interviews to gather information on energy usage, health and safety issues, comfort, and heating systems.
• Performs testing protocols including pre-combustion appliance safety testing to ensure safety and proper emissions.
• Completes walkthrough assessments to collect appliance and HVAC data.
• Uses diagnostic equipment (blower door tests, duct blaster, infrared cameras) to identify cost-effective measures.
• Prepares a complete house assessment/report identifying work to be completed and energy efficiency measures.
• Develops cost estimates using contractor price lists and documents LIHEAP/MHEA data as needed.
• Develops work orders and coordinates with contractors; assists with change orders as needed.
• Tracks projects with contractors and CCSCT staff to ensure timely completion and compliance.
• Maintains records of services delivered and updates client files for reporting purposes.
• Provides energy education and outreach to promote sustainable living and program participation.
• Assists with outreach to recruit participants and maintains program documentation for compliance.
