Job summary

Paycom - ATS in Naperville, IL is seeking a ROW Agent to secure access to private properties required for fiber network deployment. You will collaborate with HOAs, property owners, and stakeholders to support timely project execution and minimize deployment risk.

The role involves coordinating with Legal, Engineering, Market Planning, and Construction to obtain, document, and track all agreements, easements, and access permissions, while updating leadership on status and risks.

Qualifications

• 3–5+ years in right-of-entry, site acquisition, telecom permitting.
• Experience negotiating easements and site access agreements.
• Strong understanding of OSP construction and fiber deployment.
• Familiarity with HOA structures and community engagement.
• Experience with Site Tracker or Vetro or similar platforms.

Responsibilities

• Secure access agreements within private communities (HOAs, MDUs, private properties).
• Negotiate and obtain private easements and ROE permissions for construction.
• Coordinate with Legal on agreement structure, review, and execution.
• Serve as primary contact for HOA boards and property owners throughout approval process.
