USATII seeks a Federal Technical Program Manager to lead end-to-end DART implementations for federal customers. You will translate mission requirements into executable technical delivery plans and oversee software, infrastructure, cybersecurity, and integration activities to achieve defined operational outcomes.

Competenze

• 8+ years leading complex technical programs involving enterprise software implementation, government technology modernization, cloud infrastructure, or large-scale systems integration.
• Experience delivering substantial federal IT programs with coordination across government offices, security personnel, contractors, and external systems owners.
• Knowledge of APIs, relational databases, identity management, cloud infrastructure, data migration, and operational reliability.

Mansioni

• Own technical program execution across federal deployment engagements from planning to production readiness and long-term transition.
• Develop integrated delivery plans, milestones, staffing forecasts, risk assessments, and acceptance criteria across engineering teams.
• Coordinate implementation of core mission capabilities including readiness, training, incident staffing, and reporting.
• Lead collaboration between engineers and government stakeholders to validate business rules, procedures, and reporting requirements.
• Oversee integration planning with external government systems and establish interface ownership and validation requirements.
• Direct legacy-system migration workstreams with data profiling, transformation, and cutover planning.
• Coordinate cybersecurity authorization activities with security engineers and government assessors.
• Manage deployment readiness for government cloud environments, including identity federation and DR testing.
• Establish release and acceptance processes with automated testing and accessibility validation.
• Develop phased deployment plans accounting for adoption, coexistence, and training of responders.
• Identify and mitigate risks from external dependencies, changing requirements, or resource constraints.
• Coordinate staffing and subcontractor contributions with clear ownership of deliverables.
• Lead program reviews with government stakeholders and leadership, addressing milestones, risks, and decisions.
• Establish transition from implementation into production operations and sustainment.
