Job summary

K.L. Scott & Associates is seeking a Senior Technology Manager to lead Applications Development and Technical Lead for a federal client project.

You will direct design, development, operations, and maintenance of TA tools and public-facing sites, including ServiceNow-based case management and Drupal websites. You will manage agile teams, ensure FedRAMP and 508 compliance, and coordinate with Product Owners and client IT teams to modernize mission-critical systems while delivering secure,

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, or related field (or equivalent professional experience).
• 8–10 years leading application development and O&M for enterprise/federal web systems; 3–5 years in a technical lead role.
• Hands-on ServiceNow administration and customization (CSM and platform config).
• Drupal-based websites and supporting infrastructure experience.
• Cloud deployment in AWS US Public Cloud and GovCloud; FedRAMP experience.
• Knowledge of FedRAMP, ATO processes, NIST SP 800-53, and Zero Trust architecture.
• Experience leading agile teams and applying human-centered design practices.
• Knowledge of Section 508 accessibility and USWDS.

Responsibilities

• Serve as the technical lead and SME for all project tools and websites, directing design, development, testing, deployment, and O&M.
• Lead O&M of the ServiceNow case management system across environments on FedRAMP GovCloud.
• Oversee Drupal-based client websites on AWS US Public Cloud; perform migrations and upgrades.
• Lead iterative, agile HCD improvements with user research, usability testing, wireframes, and prototypes.
• Manage full SDLC using an agile framework; coordinate cadence with client Product Owners.
• Ensure systems achieve Authority to Operate, FedRAMP compliance, and Zero Trust alignment.
• Develop and track SLAs for uptime, defect resolution, and incident reporting.
• Lead DR/COOP planning and tests in line with NIST guidance.
