Job summary

Expression Networks is seeking an Associate Proposal Manager to join the Growth team in developing compelling and compliant proposals for federal customers. The role combines hands-on proposal work with increasing ownership in a hybrid environment, blending onsite work at our DC HQ with remote flexibility.

You will coordinate rapid TOs and RFIs, manage compliance matrices, and apply AI tools to draft, edit, and format high-quality responses.

Qualifications

• Bachelor’s degree in Business, English, Communications, Marketing, or related field or equivalent experience.
• 3+ years of experience in proposal development, business development, technical writing, editing, or document production with federal proposals.
• 2+ years of knowledge of federal proposal lifecycle and color-team reviews.
• Experience supporting quick-turn TOs and RFP responses under IDIQ, GWAC, or similar contracts.
• Strong writing, editing, and proofreading with focus on accuracy and formatting.
• Advanced proficiency in Word and Google Suite; Excel and PowerPoint proficient; filing in Box or similar repo.

Responsibilities

• Coordinate quick-turn proposals and lead TOs and RFQ responses to meet deadlines.
• Maintain compliance matrices tracking instructions and evaluation criteria; map requirements to sections.
• Use AI tools for requirements extraction, drafting, editing, formatting, and quality control with validation.
• Manage proposal schedules, milestones, and coordination with writers and SMEs; escalate delays.
• Draft and edit cover letters, resumes, past performance summaries, and compliance narratives.
• Prepare review packages for Pink, Red, and Gold Team; consolidate feedback.
• Format volumes to meet specs; ensure version control and final quality checks.
• Organize and update proposal library for fast response to new opportunities.
