hatch I.T. is partnering with a boutique management consulting firm to lead operating-model improvements for federal and defense engagements in the Washington, DC area.

The Consulting Portfolio Manager/Proposal Specialist will own portfolio performance, staffing, utilization, margin, forecast accuracy, and proposal capture across a multi-line practice, while collaborating with the Product Owner and COO. This hybrid role requires 3–4 days in person in the DC market and embeds you with federal

Qualifications

• 4–7 years in consulting, professional services, or portfolio/program management.
• Direct federal contracting experience with OASIS+, GWACs, GSA schedules, and agency IDIQs.
• Experience in a consulting/advisory firm with focus on utilization, margin, staffing, and forecasting.
• Strong familiarity with the Washington, DC government contracting ecosystem.
• Ability to influence senior leaders without formal authority.
• No current security clearance required.
• Experience with Agile/Scrum delivery is a plus.

Responsibilities

• Portfolio performance & financial transparency — staffing, utilization, margin, forecast accuracy across the practice; portfolio-level metrics for leadership
• Delivery excellence — partner with engagement leaders to keep delivery aligned with client outcomes; identify and fix systemic delivery risks; build just enough operational infrastructure
• Federal & defense growth — own operational rigor on federal engagements, help pursue and win task orders on OASIS+, GWACs, and IDIQs; maintain pipeline awareness
• Organizational alignment — support leadership on cross-team coordination between US and international teams; assist hiring and workforce planning
