Responsibilities

  • Serve as the contact for all federal programs and funding and answer questions related to grant funds and costs.
  • Support CEO with financial forecasting and budgeting.
  • Prepare accurate financial disclosures for each federal award following EDGAR requirements.
  • Maintain records identifying source and application of funds for federally-assisted activities.
  • Develop procedures to determine allowability of costs for federal funds.
  • Maintain procedures to implement cash management requirements in EDGAR.
  • Ensure costs charged to each federal award are allowable and documented per EDGAR.
  • Assist in bids/purchases for federally funded purposes following applicable regulations.
  • Support quarterly reimbursement requests and submit forms to PDE portal.
  • Maintain source documentation (invoices, timesheets, payroll stubs) for PDE review.

Esperanza Cyber Charter School (ECCS) is located in North Philadelphia. ECCS has a solid commitment to staff collaboration and support. ECCS is currently seeking mission-driven Federal Programs and Business Manager applicants that align with ECCS’s mission and enthusiasm for equity. The Federal Programs Coordinator establishes and maintains a sound financial management system to include internal controls and federal grant management standards covering the receipt of both direct and state-administered federal grants and tracks costs and expenditures of funds associated with grant awards.

Esperanza Cyber Charter School Mission

Esperanza Cyber Charter School (ECCS) prepares students in grades 1 through 12 to meet the challenges of living creatively and productively in an increasingly technologically sophisticated and interconnected world. ECCS will provide students with an academically rigorous yet flexible online learning program that tailors learning experiences to each child through curriculum choices, virtual tutoring, and counseling. ECCS targets underserved and at-risk students who have not always found success in traditional schools. ECCS places students on a pathway to post-secondary success.

REQUIREMENTS:

RESPONSIBILITIES:

  • Serve as the contact for all federal programs and funding by answering any questions related to specific federal grant funds and costs.
  • Serve as a resource to the CEO for financial forecasting and budgeting.
  • Create accurate, current, and complete disclosure of financial results for each federal award or program following the financial reporting requirements of the Education Department General AdministrativeRegulations (EDGAR).
  • Maintain records that adequately identify the source and application of funds provided for federally-assisted activities.
  • Developed procedures to establish determination for allowability of costs for federal funds.
  • Maintain written procedures to implement the cash management requirements found in EDGAR.
  • Ensure that the allowability of all costs charged to each federal award is accurately determined and documented based on the standards outlined in EDGAR.
  • Modify Purchases Subject to Bid Policy when purchasing for federally funded purposes to which the Uniform Grant Guidance or USDA regulations apply.
  • Support the finance department in requesting quarterly reimbursement for actual expenditures incurred under the federal grants, approve requests for reimbursements, and submit the appropriate form to the PDE portal.
  • Maintain source documentation supporting the federal expenditures (invoices, timesheets, payroll stubs, etc.) and make documentation available for PDE to review upon request.
  • Consult with the school solicitor for clarification as appropriate
  • Collaborate with the CEO to decide when an extension of a period of performance is necessary, determine when an extension must be requested for approval by the federal awarding agency, draft the written request, and notify the Board of the requested extension.
