ELTA North America (ELTA NA) is a global leader in the design, manufacture and support of innovative electronic systems for the United States government. We seek qualified applicants for a Program Manager to lead federal government contracts and programs from Annapolis Junction, MD.

The role requires expert knowledge of FAR/DFARS, CPFF/FFP/T&M contract types, and strong stakeholder engagement across government clients and internal teams.

Qualifications

• Bachelor's degree in Business, Engineering, Management, or a related field; Master's preferred.
• 5-10+ years of program management experience, FMF experience is a plus.
• Proven experience managing FMF and federal contracts (e.g., DoD, DHS, VA, HHS, etc.).

Responsibilities

• Oversee the successful delivery of contract requirements, ensuring alignment with cost, schedule, and performance objectives.
• Serve as the primary point of contact (POC) for the customer.
• Oversee the procurement of resources and materials, ensuring they meet project specifications and are delivered on time.
• Ensure day-to-day operations meet contract goals and expectations.
• Ensure all program activities comply with contract terms, applicable regulations (FAR/DFARS), and organizational policies.
• Maintain accurate and timely program documentation and reporting, including deliverables, invoicing, and status reports.
• Manage contract modifications, task orders, and funding obligations in coordination with contracts and finance teams.
• Implement risk management strategies to minimize project risks and prepare contingency plans for potential problems.
• Oversee program budgets, resource allocation, and cost controls.
• Support pricing strategies and financial tracking in collaboration with finance teams.
