Job summary

ELTA North America (ELTA NA) is seeking a proactive Program Manager to lead federal government contracts and programs. You will ensure contract performance and compliance, engage stakeholders, and coordinate cross-functional teams across multiple government-funded initiatives.

Ideal candidates bring project/program management experience, knowledge of FAR/DFARS, and the ability to communicate with government clients and internal teams.

Qualifications

• Bachelor's degree required; Master's preferred.
• 5–10+ years in project/program management; FMF experience a plus.
• Proven FMF and federal contract management experience (DoD, DHS, VA, HHS, etc.).
• Strong knowledge of FAR/DFARS, contract types and compliance requirements.

Responsibilities

• Oversee delivery of contract requirements with cost, schedule and performance alignment.
• Serve as primary point of contact for the customer.
• Oversee procurement of resources and materials to meet specs and timelines.
• Ensure day-to-day operations meet contract goals and expectations.
• Ensure compliance with contract terms, FAR/DFARS, and organizational policies.
• Maintain accurate program documentation including deliverables and invoicing.
• Manage contract modifications, task orders, and funding with contracts/finance teams.
• Implement risk management and contingency planning.
• Oversee budgets, resource allocation, and cost controls.
• Support pricing strategies and financial tracking with finance teams.

Summary

We are seeking a proactive and experienced Program Manager to lead and manage federal government contracts and programs. This role is responsible for ensuring contract performance, compliance, stakeholder engagement, and team coordination across one or more government-funded initiatives. The ideal candidate brings a blend of project management expertise, understanding of federal acquisition regulations (FAR), and the ability to communicate effectively with government clients and internal stakeholders.

Essential Duties and Responsibilities

• Oversee the successful delivery of contract requirements, ensuring alignment with cost, schedule, and performance objectives.
• Serve as the primary point of contact (POC) for the customer.
• Oversee the procurement of resources and materials, ensuring they meet project specifications and are delivered on time.
• Ensure day-to-day operations meet contract goals and expectations.
• Ensure all program activities comply with contract terms, applicable regulations (FAR/DFARS), and organizational policies.
• Maintain accurate and timely program documentation and reporting, including deliverables, invoicing, and status reports.
• Manage contract modifications, task orders, and funding obligations in coordination with contracts and finance teams.
• Implement risk management strategies to minimize project risks and prepare contingency plans for potential problems.
• Oversee program budgets, resource allocation, and cost controls.
• Support pricing strategies and financial tracking in collaboration with finance teams.

Basic Qualifications

• Bachelor's degree in Business, Engineering, Management, or a related field; Master's preferred.
• 5-10+ years of experience in project/program management, FMF experience a plus.
• Proven experience managing FMF and federal contracts (e.g., DoD, DHS, VA, HHS, etc.).
• Strong knowledge of FAR/DFARS, contract types (CPFF, FFP, T&M), and compliance requirements.

Preferred Qualifications

• Master's degree in Business, Engineering, Management, or a related field
• PMP, PgMP, or DAWIA certification preferred.
