Job summary

Steampunk is seeking a Deputy Program Manager / Scrum Master to lead day-to-day execution of a large federal advisory program in a client-facing capacity. You will coach Agile teams to be self-organizing and motivated, driving delivery in a government consulting setting.

The role requires 8+ years in program coordination (3+ as Scrum Master), PMP/FAC-P/PM or equivalent, and the ability to obtain a U.S. government security clearance.

Qualifications

• Security clearance required or ability to obtain
• Bachelor's degree in IT or related field with 8+ years of experience
• 7+ years of program/coordinations experience, including 3+ years as Scrum Master
• PMP, FAC-P/PM, or equivalent credential
• Strong scheduling, risk/issue tracking, and governance skills
• Experience on federal or large enterprise programs
• Excellent written/verbal communication and facilitation skills
• Local to Baltimore, MD metro area and willingness to travel to client sites at least 2 days/week

Responsibilities

• Facilitate sprint planning, reviews, retrospectives, and daily standups; manage Kanban flow
• Identify and remove delivery impediments before escalation
• Coordinate cross-team Scrum-of-Scrums and dependency tracking
• Maintain team backlogs, sprint boards, and dependency maps
• Run weekly/monthly risk registers and health checkpoints
• Support COR-directed actions and escalations
• Coach delivery teams on Agile/Scrum practices and continuous improvement
• Assist Transition-In logistics and onboarding for new members
• Deputize for Senior Program Manager in reviews/decisions
