Job summary

Steampunk is seeking a Deputy Program Manager / Scrum Master to drive day-to-day execution of a large federal advisory program. You will lead client-facing delivery, coach teams to self-organization, and mentor across project levels in a government consulting environment.

You will coordinate cross-team Scrum-of-Scrums, manage dependencies, and maintain clear program schedules. Required are 8+ years of experience, security clearance eligibility, and strong facilitation and communication skills.

Qualifications

• Ability to obtain and maintain a U.S. government security clearance.
• Bachelor's degree required combined with 8+ years of experience.
• 7+ years of program/project coordination experience, including 3+ years as a Scrum Master or Agile delivery lead.
• Current PMP, FAC-P/PM, or equivalent credential.
• Experience with integrated scheduling and risk/issue tracking.
• Experience on federal or large, complex programs.
• Strong facilitation and cross-stakeholder coordination skills.
• Excellent written and verbal communication and presentation skills.
• Local to Baltimore, MD metro area and willing to be on client site at least 2 days a week.

Responsibilities

• Facilitate sprint planning, sprint reviews, retrospectives, and daily standups; manage Kanban flow to keep work visible and unblocked.
• Identify, track, and remove delivery impediments at the team level and prevent escalation to program risk.
• Run cross-team Scrum-of-Scrums logistics; manage agenda, dependencies, and action tracking.
• Maintain team backlogs, sprint boards, and dependency maps with workstream leads.
• Run recurring project health checkpoints; translate retrospectives into course corrections and risk updates.
• Support COR-directed actions and escalations tracking.
• Coach delivery teams on Agile/Scrum practices and continuous improvement.
• Support Transition-In logistics, onboarding, and system/access tracking for new members.
• Deputize for Senior PM in reviews and decisions when needed.

Steampunk is seeking a Deputy Program Manager / Scrum Master to support day-to-day execution of a large federal advisory program, applying the same program/project manager competency standard at the operational level. You'll be a client-facing leader, coach, and mentor — driving delivery in a government consulting environment with a proven track record of building Agile teams that are self-organizing, motivated, and client-focused, and comfortable engaging and mentoring at every level of a project team.

Contributions

• Facilitate sprint planning, sprint reviews, retrospectives, and daily standups; manage Kanban flow to keep operational work visible and unblocked
• Identify, track, and help remove delivery impediments and blockers at the team level before they escalated to program-level risk
• Run the cross-team Scrum-of-Scrums logistics — agenda, cross-team dependency capture, and action-item tracking — feeding the integrated program schedule
• Maintain team-level backlogs, sprint boards, and dependency maps in coordination with workstream leads
• Run recurring project health checkpoints, converting retrospective findings into course corrections and monthly risk-register updates
• Support acknowledgment and tracking of COR-directed actions and escalations
• Coach delivery teams on Agile/Scrum practices and drive continuous process improvement
• Support Transition-In logistics, including onboarding coordination and system/access tracking for incoming team members
• Deputize for the Senior Program Manager in reviews and decision-making as needed

Qualifications

• Ability to obtain and maintain a U.S. government security clearance
• Bachelor's degree, preferably in Information Technology or a related field, and 8+ total years of experience
• 7+ years of program/project coordination experience, including 3+ years as a Scrum Master or Agile delivery lead
• Current PMP, FAC-P/PM, or equivalent industry-recognized credential
• Working proficiency in integrated scheduling and risk/issue tracking
• Experience on federal or other large, complex enterprise programs
• Strong facilitation skills and demonstrated judgment coordinating across multiple, culturally diverse stakeholder groups
• Demonstrated ability to influence and consult while providing thought leadership to stakeholders on governance, program/project management, and business process challenges
• Excellent written and verbal communication skills, with strong presentation and facilitation skills
• Strong organizational and analytical skills
• Local to Baltimore, MD metro area and willing to go on client site at least 2 days a week

Preferred:

• CSM, PSM, or equivalent Agile certification
• Experience supporting scaled Agile frameworks (SAFe or similar)
• Experience with Human-Centered Design
