Qualifications

• In-depth knowledge of the full range of Federal HR recruitment and placement principles, public laws, executive orders, and regulations.
• Ability to perform in-depth research and use analytical methods to assess and present information on complex recruitment problems.
• Skill in advising management and team on controversial or sensitive issues.
• Ability to communicate effectively orally and in writing and to build working relationships.
• Ability to represent the activity and gain support for program goals; ability to train staffing specialists.
