Job summary

Surge IT is actively seeking a seasoned professional to bridge the comptroller's office and financial systems. You will translate appropriations law and USSGL posting logic into working configuration for Momentum Financials or Oracle EBS Federal Financials, covering GL, Funds Management, and more.

Responsibilities include requirements gathering, design, testing, and supporting audits with NFR responses and control narratives. A DoD clearance is preferred; U.S.

Qualifications

• 5+ years of federal financial systems functional experience.
• Hands-on with Momentum Financials configuration (not just end-use) or Oracle EBS Federal Financials (R12) with federal appropriations exposure.
• Working command of USSGL, appropriation and fund accounting, budget execution, and federal transaction lifecycle.
• Full SDLC experience: requirements → design → test → deploy → sustain.
• Bachelor's degree or equivalent experience; U.S. citizenship for clearance eligibility.

Responsibilities

• Gather requirements, perform fit/gap analysis, and design for Momentum Financials or Oracle EBS Federal Financials modules.
• Configure accounting classification structure, SFIS-compliant COA, funds control edits, and posting models.
• Support treasury and external interfaces (G-Invoicing, IPAC, GTAS, SAM.gov).
• Develop and execute test strategies; write scenarios; drive SIT/UAT and defect triage.
• Support audit readiness and remediation activities; document control narratives.
• Create training materials, SOPs, and provide go-live floor support.
