Significance, Inc is seeking a Senior Management Business Analyst to support a forthcoming federal program (contingent upon award). This role is largely remote with occasional on-site support at the Department of Labor in Washington, DC.

Qualifications

• 9+ years of professional experience as a Business/Functional Analyst supporting enterprise financial systems.
• 5 of those 9 years with Oracle E-Business Suite Federal Financials in GL/AP/AR/FA/Projects.
• Experience across traditional and Agile SDLCs, requirements through post-production support.
• Ability to elicit, analyze, document requirements; author functional designs, use cases, flows; maintain traceability.
• Strong test planning: scenarios, scripts, traceability matrices; execute various testing types; drive defects to closure.
• Production support: triage issues, root-cause analysis, coordinate with tech/DBA/security; Tier 2/3 support.
• Ability to produce senior analytical deliverables for government review.
• Quality assurance and oversight of functional work products; peer reviews.
• Knowledge of USSGL, Treasury Manual, FASAB, OMB GAO guidance; budget execution and funds control; Anti-Deficiency Act.
• Experience with change control boards and structured change processes.
• Backlog management experience in standard tools.
• Mentoring junior analysts and leading tasks.
• Oracle Federal Financials experience and CFO Act context.
• End-to-end Procure-to-Pay to Grants/Budget processes in Oracle.
• Treasury G-Invoicing and related reporting experience.
• Interfaces and apps like MarkView, Oracle Analytics Server, NFC payroll, Citibank PCard.
• Audit support: preparing responses and documentation for federal financial statement audits.
• Knowledge-base article and SOP writing experience.
• Experience as task lead or supervising junior analysts on federal ERP.

Responsibilities

• Own requirements, testing, and production problem resolution for Federal Financials in Oracle E-Business Suite.
• Serve as senior functional link between DOL accountants and developers; ensure ledger accuracy at year-end.
• Ensure audit readiness and adherence to USSGL, Treasury Manual, and GAO guidance.
