• Interpret and quantify drawings, specifications, and SOW to develop cost estimates at various design stages.
• Develop and maintain cost models, pricing databases, and historical cost data.
• Collaborate with project team to ensure consistency between estimates, scopes, and requirements.
• Support value engineering and prepare justification documentation for government review.
