Qualifications

• Bachelor's degree required.
• 5 years of relevant experience.
• Domestic and/or international travel may be required.
• U.S. citizenship and ability to pass a federal background check.

Responsibilities

• Prepare detailed, discipline-specific, and total project cost estimates using MII (MCACES II), PACES, RSMeans, and Success Estimator per Federal standards.
• Analyze contractor cost proposals, bids, and change orders for accuracy and compliance with FAR, DFARS, Davis‑Bacon, and agency regulations.
• Interpret drawings, specifications, and statements of work to develop cost estimates through design stages.
• Incorporate UFC, Service Instructions, and design guides to ensure compliant, constructible estimates.
• Develop and maintain cost models, pricing databases, and historical cost data for estimating accuracy.
• Collaborate with PMs, COS, engineers and contracting officers to align estimates with scope and requirements.
