Job summary

BI-SI is seeking a Contracts Manager to oversee the full lifecycle of federal contracts, ensuring FAR/DFARS compliance and accurate contract performance. You will coordinate with Government Contracting Officers, program teams, and business development to manage deliverables and risk.

The role focuses on advisory support, policy enforcement, and process improvements, with a strong emphasis on contract documentation, audits, and regulatory adherence in a fast-paced small business environment.

Qualifications

• Strong knowledge of federal contracting principles, including FAR, DFARS, GSA Schedule, and other contract vehicle management.
• Negotiation experience on teaming agreements; familiarity with joint venture structures.
• Knowledge of standard cost models and Service Contract Act (SCA) work types.
• Experience with CDRL tracking and contract deliverable management.
• Ability to assess proposal responses for contractual compliance prior to submission.
• Excellent written and verbal communication skills with government officials and leadership.
• Strong analytical and problem-solving skills with attention to detail.
• Ability to manage multiple priorities in a fast-paced small business environment.
• Proficiency in Microsoft Office, Adobe/PDF, Excel, and Word.

Responsibilities

• Manage full lifecycle of federal contracts including proposal support, negotiation, award, administration, and closeout.
• Ensure compliance with FAR and agency regulations and contractual terms.
• Maintain GSA Schedule with modifications and reporting.
• Track CDRLs and ensure timely deliverables and documentation.
• Provide strategic guidance on contract terms, risk, and regulatory requirements.
• Draft and review NDAs, teaming agreements, subcontracts, and contract mods.
• Support audits, CPARS, and reporting requirements with data and documentation.
• Collaborate with business development, sales, and program teams to interpret requirements and pricing.
