Job summary

Old Harbor Solutions, a subsidiary of Three Saints Bay, seeks a Contract Specialist to join our Kittery, ME team. You will provide professional acquisition support through the full federal lifecycle—from planning and market research to solicitation, evaluation, award, and post-award administration.

Responsibilities include preparing RFQs/RFPs, conducting market research, evaluating sources, and performing cost/price analyses.

Qualifications

• US citizen eligible for government security clearances.
• Pass a pre-employment background check.
• Minimum 5 years in government contracting including IDIQ, TO/DOs.
• Active security clearance required.
• Expert knowledge of federal contracting law, regulations, policies, and precedents.
• Proficiency with e-commerce tools and automated acquisition systems.
• Bachelor's degree; business preferred; DAWIA/FAC-C type certifications.
• Experience with widely used contracting systems (FPDS-NG, SAM) and MS Office suite.

Responsibilities

• Provide cradle-to-grave federal acquisition support for complex contracts.
• Review SOWs, PWSs, BAs, and documentation for accuracy and compliance.
• Conduct market research and develop acquisition strategies and sources.
• Prepare RFQs, RFPs, and solicitations with terms and clauses.
• Support source selection, evaluation materials, and documentation.
• Assist with cost/price analysis and IGEs; support negotiation planning.
• Process awards, task orders, and contract modifications.
• Monitor contract performance and support closeout actions.
• Maintain compliant contract files and perform internal quality reviews.
• Share knowledge, train teammates, and promote process consistency.
