Job summary

Old Harbor Solutions, a subsidiary of Three Saints Bay, seeks a Contract Specialist in Kittery, ME to join its federal contracting team. The role encompasses cradle-to-grave support, market analysis, and the preparation of RFQs/RFPs to enable effective procurement for complex COTS and IT acquisitions.

Ideal candidates bring 5+ years of government contracting, a DAWIA/ FAC-C certification, and a current security clearance. The team emphasizes collaboration, quality, and compliance across programs.

Qualifications

• U.S. citizenship is required for eligibility.
• Active security clearance is required or in place.
• Experience with federal contracting regulations and policies.
• Bachelor’s degree in a related field is required.

Responsibilities

• Provide cradle-to-grave federal acquisition support across lifecycle.
• Review SOWs, PWSs, sole-sourceJustifications for accuracy and compliance.
• Conduct market research and develop acquisition strategies.
• Prepare RFQs, RFPs, and other solicitation documents.
• Support source selection, evaluation, and IGE development.
• Assist negotiations and post-award actions, including closeout.
• Maintain compliant contract files and conduct internal reviews.
• Provide training and knowledge sharing within the team.
