Federal Construction Business Development Manager

Our project experience extends across the US and CONUS, serving federal clients including the US Air Force (AFCEC, Space Force), US Army (USACE), US Navy (NAVFAC), USDA, EPA, DOI, DOJ, and others.
We are actively seeking a highly motivated, full-time, remote-based Federal Construction Business Development Manager.
Key Responsibilities
- Develop and execute strategic (quarterly) and tactical (monthly) plans for pursuing and capturing key construction opportunities in the DOD space.
- Conduct market analysis to inform yearly BD planning and create targeted client lists.
- Implement strategies for near-term capture and long-term growth.
- Manage capture and proposal development processes.
- Gather market intelligence and develop marketing strategies based on competitive data.
- Develop teaming strategies, identify partners and subcontractors.
- Contribute to technical proposal writing.
- Create capability statements, white papers, and respond to sources sought, RFIs, and RFPs.
- Perform client visits to assess performance and identify additional support opportunities.
- Identify and qualify a pipeline of market opportunities aligned with core capabilities.
- Develop bid/no-bid recommendations and pursuit strategies.
- Support proposal phases with customer insights, solutioning, review participation, and writing.
- Present pipeline targets and Gate Reviews to leadership.
- Lead the capture of IDIQ, MATOC, and other contracting vehicles, including Tribal 8(a) sole source awards.
- Perform other duties as assigned and communicate opportunities across other Oneida Business Units.
Expertise Required
- Ability to develop and implement growth strategies aligned with company goals.
- Experience in developing winning proposals meeting government standards.
- Knowledge of FAR/DFARS regulations and federal acquisition standards.
- Pipeline management and reporting skills.
- Understanding of Tribal 8a program and performance limitations.
- Ability to leverage federal networks and industry contacts.
- Representation at industry and government events to build brand visibility and identify opportunities.
Minimum Qualifications
- 10+ years in federal business development, capture management, and government contracting.
- 5+ years in federal construction business development.
- Bachelor’s Degree in Business, Construction Management, Architecture, or Engineering.
- Experience with small businesses (8a, SDVOSB, WOSB).
- Proven success in securing government contracts within DoD, DHS, or civilian agencies.
- Track record of winning contracts over $75M annually in DoD.
- Familiarity with Navy, USACE, Air Force, and federal procurement systems like GovWin.
- Established government contacts and network.
- Experience with proposal management, FAR, DFARS, and compliance.
