Job summary

REI Systems is seeking a Business Analyst to support the DHS ODOS program. The BA will translate business needs into user stories, work with DHS stakeholders and software teams, and support agile delivery and modernization efforts.

Ideal candidates will have federal program experience, strong requirements gathering, and collaborative skills to work across developers, QA, and product owners in an agile environment.

Qualifications

• Bachelor’s degree in Business, Information Technology, Computer Science, or related field, or equivalent professional experience.
• 3-6 years of experience as a Business Analyst, Systems Analyst, Product Analyst, or similar role supporting software development or application modernization.
• Experience gathering and documenting business and functional requirements.
• Experience developing user stories and acceptance criteria in an Agile environment.
• Understanding of the software development lifecycle (SDLC) and Agile/Scrum methodologies.
• Experience collaborating with software developers, QA engineers, product owners, and government/business stakeholders.
• Experience with Jira and Confluence or similar tools.
• Strong analytical, documentation, communication, and stakeholder-management skills.

Responsibilities

• Partner with DHS stakeholders, product owners, and technical teams to gather, analyze, document, and validate business and functional requirements.
• Translate business needs into user stories, acceptance criteria, process flows, use cases, and functional requirements.
• Facilitate requirements-gathering sessions, stakeholder interviews, working sessions, and backlog refinement activities.
• Work closely with Java/React software development and QA teams throughout the SDLC.
• Support product owners with backlog development, prioritization, refinement, and sprint planning.
• Analyze existing business processes and applications and identify opportunities for process improvement and modernization.
• Document current-state and future-state workflows, business rules, system interactions, and functional dependencies.
• Serve as a liaison between business stakeholders and technical delivery teams to ensure requirements are clearly understood and implemented.
• Participate in Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
• Assist QA teams in understanding business requirements and developing acceptance criteria and test scenarios.
• Support user acceptance testing (UAT), defect resolution, release readiness, and production implementation activities.
