Job summary

MicroHealth LLC is seeking a Senior Budget Analyst to manage the annual budget for a software development Product Line supporting the Department of Veterans Affairs. This role includes multi-year budget planning (MYP), development of the annual Budget Operating Plan (BOP), and creating acquisition packages for IT products and services.

The position involves leading budget execution, coordinating with VA stakeholders, preparing budget reports, and ensuring compliance with FAR and VA policies.

Qualifications

• Experience with Federal budget and acquisitions, FAR policies.
• Experience as a federal contractor or federal employee.
• Excellent written and verbal communication skills.
• Experience as a consultant with government clients.
• Strong understanding of SDLC and Agile methodologies.
• Ability to organize and facilitate executive-level meetings.
• Strong analytical skills and attention to detail.

Responsibilities

• Manage budget and acquisition throughout contracting and software development lifecycles.
• Support VA in developing annual BOP, including MYP estimates and IT procurement strategies.
• Prepare and validate budget status reports and costs for monthly IT Dashboard submissions.
• Lead MYP activities including budget justifications and major IT business cases.
• Coordinate acquisition schedules, documents, and approvals with stakeholders.
• Develop J&A documents, SOWs, PWS, and acquisition packages.
• Draft and present regular status reports to senior management.
• Maintain an up-to-date budget and acquisition tracker for the Product Line.
