Crowned Grace International seeks a Program Manager to lead a federal contract closeout program. You will serve as the primary liaison to CORs and COs, develop the integrated closeout plan, and drive staffing, risk management, and compliant execution across multiple contracts.

The role requires extensive federal acquisition experience, PMP or equivalent credentials, and the ability to manage complex teams while ensuring timely, accurate deliverables for signature.

Qualifikationen

• Bachelor's degree in business or public administration or related field.
• 10 years related experience with 5 years in federal acquisition or contract administration.
• PMP certification is required.
• Familiarity with FAR Parts 4 and 42 closeout requirements and CO/COR roles.
• Ability to lead multi-disciplinary teams and produce measurable targets.
• Experience briefing senior government officials and resolving cross-organizational issues.
• Proficiency with project scheduling, metrics, and status reporting tools.
• Ability to obtain and maintain a federal background investigation and PIV credential.

Aufgaben

• Program leadership and Government liaison: Acts as the primary point of contact for the COR and Contracting Officers. Leads kickoff, weekly status meetings, and monthly program reviews; documents Government direction and decisions.
• Closeout planning and burn-down management: Develops and maintains the integrated closeout plan. Works with the COs to prioritize actions by age, contract type, dollar value, and risk; sets burn-down targets and forecasts completion.
• Staffing and personnel management: Recruits, onboards, and assigns staff; manages badging and PIV processing; evaluates performance; directs any teammate; adjusts staffing as backlog volumes and CO priorities change.
• Risk, issue, and escalation management: Identifies blockers such as missing contractor releases, unsettled indirect rates, unreconciled unliquidated obligations, and non-responsive contractors; escalates each with a recommended course of action.
• Quality and compliance oversight: Owns the Quality Control Plan; enforces the inherently governmental boundary, safeguarding of contractor proprietary and personal information, personal conflict-of-interest requirements, and limitations on subcontracting.
• Contract administration and reporting: Delivers monthly status reports and contract deliverables, reviews invoices, and manages transition-in and transition-out.
