Qualifications

We are currently seeking a Facility Security Officer (FSO) to join our team in Herndon, Virginia (US-VA), United States (US).

Job Summary:

NTT DATA currently seeks an accomplished Facility Security Officer (FSO) for its federal business unit, which is foreign-owned, and therefore subject to Foreign Ownership, Control, and Influence (FOCI) mitigation. This highly visible role oversees the full lifecycle of facilities, personnel, classified operations, FOCI-mitigation routines, and insider threat security in a federal contractor environment, ensuring compliance with 32 CFR Part 117 NISPOM rule, SEAD 3, DCSA, proxy guidelines, and related government requirements. The ideal candidate brings deep experience in federal contracting, exceptional communication abilities, and a proven history of driving compliance for a FOCI-mitigated federal government contractor. This role reports to the government security committee and senior executive leadership, and interfaces regularly with all levels of the organization, federal agency representatives, auditors, and industry partners.

Job Duties:

• Manage personnel clearances and suitability processing across DISS/NBIS, including citizenship verification, fingerprint capture, indoctrinations, debriefs, pre-screens, initial investigations, and CV updates.
• Coordinate and submit visit requests for DoD and other agencies (e.g., FBI, DEA, USMS, DHS components) and maintain accurate records.
• Lead annual self-inspections; create and submit certification packages via NISS. Maintain DD254 tracking, including classification guidance adherence and subcontract flow-downs.
• Execute SEAD 3 reporting (foreign travel, adverse information, etc.) and file Insider Threat reports through ISR/CISA as required.
• Prepare and maintain Change Condition Packages (e.g., KMP changes, ownership/name/address updates). Maintain fully executed SF328 and DD441 and the organization’s NISS profile.
• Sponsor facility clearances (FCL) for qualified subcontractors and coordinate approvals with DCSA.
• Develop, maintain, and annually review Security Standard Practice Procedures (SPP) and the Insider Threat Plan (ITP); chair quarterly Insider Threat Team meetings and ensure training completion.
• Upon receipt of safeguarding requirements on DD254s, coordinate with DCSA for approval and oversee daily safe checks, document custody, and custodian training.
• Deliver initial and annual refresher training (General Security, Insider Threat, FOCI) and special-access briefs (e.g., NATO, RD, COMSEC, Derivative Classification) as needed.
• Serve as the point of contact for government-required security training and develop newsletters/alerts to reinforce awareness.
• Maintain FOCI supplements and approvals (Proxy Agreement, AOP, TCP). Coordinate ECP with IT. Review and log affiliate visits and contact reports; verify training and access approvals.
• Prepare DCSA annual reports and quarterly FSO Board reports; create and update Cooperative Commercial Arrangements (CCAs) with risk/mitigation documentation.
• Manage facility access control for designated sites (e.g., Herndon and Rockville); issue badges and ensure compliance with access procedures.

Basic Qualifications:

• Minimum 10 years of experience in facility and personnel security within a federal contractor environment.
• Minimum 5 years of experience with 32 CFR Part 117 (NISPOM), SEAD 3, DISS/NBIS, and NISS.
• Minimum 5 years of experience preparing DD254s, managing classified material custody, and administering insider threat programs (ITP/ITPSO).
• Active Secret, Top Secret, or TS/SCI security clearance.

Preferred Qualifications:

• Strong written and interpersonal communication skills; ability to convey complex security and regulatory matters to diverse audiences.
• Experience leading multi-CAGE security programs.
• Hands‑on experience with FOCI mitigation and governance (Proxy Agreement, AOP, TCP, CCAs) in DCSA‑oversighted environment.
• Experience coordinating with DCSA Industrial Security Representatives (ISR) and Counterintelligence and Security Agency (CISA) personnel.

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $140,992 - $234,988. Actual compensation will depend on a number of factors, including the candidate’s relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
