Job summary

Facility Operations Specialist | San Diego, CA

CaVU Consulting, Inc. is seeking a self‑directed and highly motivated Facility Operations Specialist to support United States Navy facilities and military construction (MILCON) program coordination in San Diego, California.

The Facility Operations Specialist supports the planning, programming, and execution of facilities and infrastructure projects, coordinating across government stakeholders, Naval Facilities Engineering Systems Command (NAVFAC), and contractor teams. This role helps prepare program and budget documentation, responds to data calls and Congressional inquiries, and supports value engineering and environmental compliance for mission‑critical Navy facilities.

Requirements
  • Bachelor's degree from an accredited college or university in Engineering, Construction Management, Facilities Management, Business, or a related field of study.
  • Candidate must possess an active, DoD issued Secret security clearance or be able to obtain.
  • At least 5 years of experience supporting Navy or DoD facilities, military construction (MILCON), or NAVFAC programs.
  • Familiarity with Program Objective Memorandum (POM) development and budget documentation.
  • Experience with value engineering studies and NEPA environmental compliance.
  • Excellent verbal and written communication skills.
  • Ability to manage and prioritize multiple projects and ensure optimum productivity.
  • Experience preparing responses to Congressional inquiries and data calls is preferred.
  • PMP certification is preferred.

  • Track project schedules, milestones, and funding execution.
  • Prepare technical documentation, briefings, and status reports for government leadership.
Comprehensive Compensation & Benefits Package

Salary at CaVU is determined by various factors, including but not limited to location, education, training, certificates, knowledge, skills, competencies, and experience, as well as contract‑specific affordability and organizational requirements. The expected salary range for this position is $145,000.00 - $190,000.00. To drive fair pay practices for employees, CaVU conducts regular comparisons across our employee groups and the industry. The above salary range represents a general guideline; however, CaVU considers a number of factors when determining salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.
