Job summary

NAVFAC Pacific is seeking a Senior Construction Manager to lead and mentor cross-functional teams on complex military projects across facilities for the Navy and partners. You will guide design, construction, and maintenance of critical MILCON initiatives and demolition, space utilization, and related facility development.

The role requires 4–10 years of construction management, a Bachelor’s in engineering or architecture, and eligibility for a SECRET clearance.

Qualifications

  • 4-10 years of construction management experience.
  • Bachelor’s Degree in Engineering or Architecture required.
  • Professional Engineer or Architect license preferred.
  • U.S. citizenship and ability to obtain SECRET clearance.

  • Direct budgeting, staffing, and resource allocation for NAVFAC Pacific.
  • Lead work-in-place projections and justify staffing/funding for large portfolios.
  • Act as technical authority for complex or high-risk projects and resolve design bottlenecks.
  • Ensure contract quality, safety, environmental compliance, and ORM practices.
  • Participate in Dispute Resolution and Source Selection Boards to resolve contractor claims.

At NAVFAC Pacific, we bring together diverse engineering and technical talents to deliver cutting-edge, impactful infrastructure projects that secure our nation's future. We are currently looking for experienced, Senior Construction Managers to join our dynamic team and make a lasting impact.

Our Construction Managers provide independent, timely, and professional architectural products and services, consultation, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other supported Commands. You will be working on a variety of special projects and critical military construction (MILCON), and be involved in the demolition, maintenance, space utilization, and development of facilities.

As a Construction Manager, you will:
  • Set the standard for construction operations by mentoring and training field staff, guiding cross-functional teams (engineers, architects, and contract specialists), and establishing uniform policies across NAVFAC Pacific.
  • Direct process alignment with corporate policies while managing the Construction Division's operational budget, staffing models, and resource allocation.
  • Lead WIP (Work-in-Place) projections and conduct semi-annual review boards to justify staffing and funding for a high-impact $500M to $1B annual portfolio.
  • Act as the principal technical and engineering authority for complex, mega-scale, or high-risk projects, delivering expert solutions for design bottlenecks, differing site conditions, and quality management
  • Enforce contract quality, safety, and environmental compliance across all project phases, promoting Operational Risk Management (ORM) and reviewing contractor environmental plans.
  • Analyze project performance trends and serve as a key technical member on Dispute Resolution and Source Selection Boards to resolve high-stakes contractor claims
Highly Desirable:

4-10 years of construction management experience

Key Position Requirements:
  • Bachelor’s Degree in Engineering or Architecture
  • Valid Driver’s License
  • Must be able to obtain and maintain a SECRET Clearance
  • Professional Engineer License or Registered Architect License
  • A US Citizen aged 18 or older at time of hire
  • Males registered or exempt from Selective Service www.sss.gov
  • Determined suitable for federal employment (process includes a background check and fingerprinting)
