Job summary

Qualifications

  • 3–5 years' experience in asphalt terminal operations and product receipts by truck/rail/barge or similar.

  • Strong analytical and mechanical/problem-solving skills.

Responsibilities

  • Provide enthusiastic leadership, direction, development and organization to all facility staff.
  • Manage all administrative duties, recordkeeping, and reporting for the facility; plan schedules and production activities.
  • Establish relationships with terminal stakeholders including customers, suppliers, and regulators.
  • Oversee inventory control and manufacturing operations to optimize costs and utilization.
  • Direct incoming product receipts, inter-plant transfers, blending, and shipments.
  • Maintain product quality and consistency; coordinate with technical personnel.
  • Oversee preventive maintenance, repairs, and expansion projects; coordinate with engineers/contractors.
  • Develop safety and environmental programs; ensure regulatory compliance and reporting.
  • Manage terminal budgets and local purchasing; justify capital expenditures.
  • Ensure SOPs and Emergency SOPs; use data systems for decision making and performance tracking.
  • Coordinate marine, rail, and trucking operations ensuring safe transfers and compliance.
  • Ensure adherence to all trucking, railway, and marine regulations.

Job description

Ergon Asphalt & Emulsions is seeking a Facility Manager for our Pasco, WA terminal

The Facility Manager is responsible for the day-to-day operations of the liquid asphalt/ emulsion terminal to support company goals and meet customer needs. This position requires a strong commitment to safety and operational excellence, with particular focus on personnel management and safety, product manufacturing and quality, environmental and regulatory compliance, administrative reporting and timely delivery of goods. This role is responsible for helping plan and provide local oversight of capital improvements, expansion projects, ensuring plant reliability, problem troubleshooting, plant repairs and preventive maintenance.

Responsibilities
  • Provide enthusiastic leadership, direction, development and organization to all facility staff.
  • Responsible for all administrative duties, recordkeeping, and reporting for the facility. Plans and establishes work schedules and production activities in a cost-efficient manner, and manages the hiring and training of employees.
  • Establishes and maintains relationships at the terminal level with teammates, customers, vendors, sales staff, regulatory agencies, transportation representatives and agency personnel. Maintains awareness of customer requirements and how terminal operations support those needs.
  • Oversees and directs inventory control and manufacturing operations, including current assets in terms of cost and utilization for continuous improvement of all plant operations and costs.
  • Responsible for directing incoming product receipts, inter-plant disposition, product blending, transfers and shipments.
  • Maintains a working knowledge of all tests, processes, and product specification requirements and coordinates with technical personnel to maintain product quality and consistency.
  • Responsible for local oversight of the facility's preventive maintenance, repairs, and expansion projects. Oversees project coordination with corporate engineering and contractors.
  • Develops sufficient technical awareness to make informed decisions, support troubleshooting efforts, and guide team execution.
  • Responsible for development and enforcement of safety and environmental programs along with agency compliance, documentation, and reporting.
  • Responsible for developing and managing terminal operating and capital budgets. Manages cost control and local purchasing of equipment, raw materials, and supplies for routine operations of the plant and recommends to management needs for any capital expenditures.
  • Understands key operational and financial drivers that influence terminal efficiency and cost performance.
  • Responsible for developing terminal Standard Operating Procedures and Emergency Operating Procedures. Utilizes operational and business systems to support data-driven decision making and performance tracking.
  • Understands how operational, production, maintenance, and quality functions interact to impact overall terminal performance. Continuously develops leadership, operational, and technical capabilities through ongoing learning and cross-functional exposure.
  • Oversees all marine, rail, and/or trucking operations associated with the terminal, including the safe and efficient loading and unloading of trucks, railcars, vessels and barges, as applicable. Ensures proper inspection, maintenance, documentation, safety protocols, and communication processes are followed for all transfers to ensure safe and compliant operations.
  • Ensures compliance with all applicable federal, state, and local trucking, railway, and/or marine regulations, as applicable, including coordination with regulatory agencies and adherence to company policies and procedures.
  • Any other duties as may be assigned.
Qualifications
  • Bachelor's Degree in Industrial or Mechanical Engineering, Chemistry or Business preferred
  • Minimum 3-5 years' prior experience with asphalt terminal operations and product receipts by truck, rail and barge or alternately within a chemical processing environment. Emulsions processing experience a plus.
  • Proven track record of operations leadership, team building and personnel development.
  • Working knowledge in Industrial Safety and environmental compliance reporting.
  • Excellent communication skills with ability to interact effectively with suppliers, peers, customers and agency personnel to manage logistical, operational, reporting, or product quality issues.
  • Solid technical and analytical skills, mechanical skills and problem solving ability.
  • Competency at prioritizing, making effective decisions, and implementing change.
  • Strong recordkeeping and organization skills with attention to detail.
  • Strong computer skills including Microsoft Word, Excel, Outlook; ability to master local operational software.
  • Valid TWIC Card or the ability to quickly acquire TWIC approval, where applicable.
  • Valid Driver's license and insurable driving record required.
  • Must be available 24/7 and able to work full days and periodic alternate shifts. Requires ability to periodically work long hours, multiple shifts, nights and weekends included.
  • Ability to meet physical requirements of the role which may include: ability to sit or stand for long periods of time, bend, stoop and kneel as needed. Ability to climb stairs, ladders, climb railcars, tanker trucks and tanks when necessary, and can twist body as needed.
  • Able to enter confined spaces and wear proper PPE when required.
  • Able to operate in office conditions to perform clerical work and work outside in a manufacturing terminal environment, with and around operational process equipment in temperature extremes for extended periods of time.
  • Able to work around asphalt and other related chemicals on an ongoing basis.
  • Able to lift 50-75lbs. repetitively as needed and with additional assistance.
