Job summary

Day & Zimmermann is seeking an experienced Facility Commander to supervise and lead armed security operations at a DOE facility. You will train personnel, manage schedules, and ensure compliance with DOE orders and the contract requirements at the Washington DC area or Germantown, MD site.

The role requires a DOE Q access or eligibility, and extensive experience in security operations, personnel management, and program oversight.

Qualifications

  • Bachelor’s degree required; two years may substitute for one year of post‑high school education.
  • Eight years (8) of security operations experience, last six years in verifiable law enforcement, military or armed security.
  • Experience scheduling a workforce of over 150 personnel under a collective bargaining agreement.
  • Current DOE Q access authorization or eligibility for DOE Q access, including related federal background checks.

Job description

We're looking for an experienced Facility Commander.

The Facility Commander provides supervision and leadership to effectively train, operate, schedule, and manage the armed protective force at a designated facility in accordance with DOE Orders, Standards and Directives, contract requirements, the collective bargaining agreement, and corporate policies. The Facility Commander provides oversight to ensure that established procedures, post orders, and standard orders are sufficient to ensure the protective force operates in a manner to accomplish the security mission at Department of Energy (DOE) facilities.

Position will require security clearance, consistent with contract requirements and government approval. U.S. or Naturalized citizenship is required.

This position is contingent upon contract award, and will be located on site in Washington DC area or Germantown, MD.

As the Facility Commander, here’s the work you’ll do:
  • Under the direction of the Director of Operations, responsible for scheduling, supervising, and directing armed security guard operations and training on a daily basis in accordance with direction of US Government supervisory personnel, collective bargaining agreement, and DOE Orders .
  • Onsite supervision of guard force operations and training IAW DOE Order 473.3 , corporate, and local regulations and licensing, as well as interaction with US Government personnel .
  • Ensure that all security police officer (SPO) personnel are aware of and abide by all post and general orders. Provide supervisory functions to a level which successfully manages the safety of officers, ensures compliance with the PWS, identifies and corrects performance issues, and addresses issues, as well as conducts unannounced and announced inspections
  • Assist Director of Operations to plan, manage, schedule , and evaluate guard force operations.
  • Evaluate assigned personnel to ensure that all positions/labor categories are filled with qualified, certified, cleared, and licensed personnel .
This role is for you if you have these skills:
  • Expert level knowledge of forecasting and planning staffing/scheduling SPO workforce, writing work-related directives, and scheduling of personnel at multiple sites with varying requirements.
  • Proficiency in Microsoft Office Suite software to include Outlook, Power Point, Excel, Word, and Internet Explorer.
  • Working knowledge and application of DOE Security Police Officer (SPO) training requirements IAW DOE Order 473.3.
  • Working knowledge of, and ability to assist with, the development of security plans, policies, post orders, and procedures.
  • Ability to effectively organize, coordinate and direct work efficiently utilizing management techniques that provide appropriate guidance to facility captains and shift supervisors.
And if you have these qualifications:
  • Bachelor’s degree from an accredited university or college. Two (2) years of experience may be substituted for one year of post high school education
  • Eight (8) years of experience in commercial or government security force operations, of which at least the last six (6) years were of verifiable law enforcement, military, or armed security related experience.
  • Experience scheduling a workforce of over 150 personnel governed by a collective bargaining agreement.
  • Experience in providing advice and assistance to management in the areas of personnel management and evaluation, planning, analysis and reporting, utilizing oral and written formats.
  • Four (4) years of experience in forecasting and planning staffing at multiple sites with varying skill levels and requirements.
  • Current DOE Q access authorization or;
  • Meet eligibility requirements that support obtaining a DOE Q access authorization, including either:
  • A current DOE Q access authorization or equivalent current clearance, such as a Top Secret clearance; or
  • Eligibility for granting or reinstatement of DOE Q access authorization. This generally requires that the individual has been the subject of a federal background investigation that meets the scope and extent of a Single Scope Background Investigation and was conducted or updated by reinvestigation within the most recent five years.

In compliance with this state’s pay transparency laws, the hourly pay range for this role is $150,000- $200,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
