Job summary

PENN Entertainment in Lake Charles, LA is seeking a Facilities Operations Shift Manager to lead the on-shift facilities team and ensure safe, reliable operation of all building systems.

You will manage central plant equipment including chillers, boilers, BAS, and emergency power, coordinate maintenance, and respond to emergencies while supporting guest satisfaction and energy efficiency.

Responsibilities
  • The Facilities Operations Shift Manager is responsible for ensuring the safe, efficient, and reliable operation of all facility systems during assigned shifts while maintaining an exceptional environment for guests and team members. This position provides leadership and oversight of Facilities Operations personnel and coordinates engineering, maintenance, central plant, utility, grounds, and building systems activities to support uninterrupted property operations.
  • This Shift Manager is responsible for fostering a guest-focused and employee-driven culture that promotes engagement, accountability, operational excellence, and workforce development.
  • This position serves as the on‑shift facilities leader and is accountable for monitoring, operating, troubleshooting, and coordinating the maintenance of the property's central utility plant and critical infrastructure systems, including HVAC systems, chillers, cooling towers, boilers, pumps, domestic water systems, emergency power generation, building automation systems (BAS), electrical distribution equipment, and associated utility networks.
  • The Shift Manager responds to facility emergencies, ensures regulatory compliance, oversees contractor activities, and supports departmental goals related to safety, reliability, sustainability, and guest satisfaction.
Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership & Operations
  • Creates and maintains a safe, professional, and service-oriented environment that enhances the guest experience and promotes employee engagement.
  • Supervises Facilities team members during assigned shifts, providing coaching, training, performance feedback, and development opportunities.
  • Directs and coordinates daily maintenance, repair, and operational activities to ensure facility systems remain fully functional and available.
  • Prioritizes work assignments and allocates labor resources to effectively respond to operational needs, emergencies, and guest service requests.
  • Maintains operational readiness of all critical building systems and ensures timely resolution of maintenance issues.
  • Serves as the primary Facilities leader during assigned shifts and acts as incident commander for facility-related emergencies.
Central Plant Operations
  • Oversees the day‑to‑day operation and monitoring of the property's Central Utility Plant, including:
  • Chilled water systems
  • Centrifugal and/or screw chillers
  • Cooling towers
  • Boiler systems
  • Condenser water systems
  • Heat exchangers
  • Pumps and hydronic systems
  • Water treatment equipment
  • Domestic water systems
  • Emergency generators
  • Fuel systems
  • Utility distribution infrastructure
  • Reviews operating parameters, analyzes performance trends, and initiates corrective actions to maximize equipment reliability and efficiency.
  • Monitors Building Automation System (BAS) performance and coordinates adjustments to maintain occupant comfort and optimize energy consumption.
  • Provides technical leadership during utility interruptions, mechanical failures, and emergency events affecting facility operations.
  • Ensures proper startup, shutdown, isolation, and restoration procedures are followed for central plant equipment and utility systems.
  • Coordinates preventive, predictive, and corrective maintenance programs for central plant assets.
  • Oversees chemical treatment programs and water quality management for cooling towers, chillers, boilers, and related systems.
  • Maintains accurate operational logs, performance records, and regulatory documentation for central plant equipment.
Safety & Compliance
  • Ensures compliance with all applicable OSHA, environmental, fire/life safety, boiler, refrigeration, water treatment, and energy management regulations.
  • Conducts routine inspections of facility systems and identifies potential safety hazards or operational deficiencies.
  • Supports emergency preparedness initiatives and participates in property emergency response planning.
  • Ensures team members and contractors follow established safety procedures, lockout/tagout practices, and company policies.
  • Assists with compliance reporting and documentation required by regulatory agencies.
Asset Management & Planning
  • Participates in facility improvement projects, renovations, and capital planning initiatives.
  • Coordinates vendor and contractor activities to ensure work is completed safely, efficiently, and according to established standards.
  • Assists with budget management by monitoring labor, materials, utility consumption, and contractor expenditures.
  • Identifies opportunities to improve facility reliability, reduce operating costs, and enhance energy efficiency.
  • Supports long‑term asset preservation through lifecycle planning and equipment replacement recommendations.
WORKING CONDITIONS / ESSENTIAL FUNCTIONS
  • Ability to walk extensive distances throughout the property.
  • Ability to climb ladders, stairs, catwalks, and access mechanical spaces, rooftops, basements, and utility areas.
  • Ability to inspect equipment located in confined, elevated, or difficult-to-access areas.
  • Ability to lift and carry up to 50 pounds.
  • Exposure to varying temperatures, weather conditions, noise levels, mechanical equipment, chemicals, and construction environments.
  • Ability to respond to emergencies on a 24‑hour basis as required.
  • Ability to effectively communicate with team members, management, contractors, vendors, and regulatory agencies.
QUALIFICATIONS
Education

Bachelor’s degree in mechanical engineering, Electrical Engineering, Facilities Management, Industrial Technology, or a related field preferred.

Equivalent combination of education, certifications, and relevant experience may be considered.

Experience
  • Demonstrated expertise in central utility plant operations is required, including the operation, troubleshooting, and maintenance of chillers, cooling towers, boiler systems, building automation systems, emergency power systems, and utility distribution networks supporting a large‑scale hospitality or gaming operation.
  • Minimum five (5) years of facilities, engineering, central plant, or building operations experience.
  • Minimum three (3) years of supervisory or management experience.
  • Experience in a large hospitality, gaming, healthcare, manufacturing, resort, or institutional environment preferred.
  • Demonstrated experience operating and supervising central utility plant systems.
