Job summary

TC Energy seeks a data-driven Facility Reliability & Integrity Planner to translate reliability priorities into an executable near-term portfolio across US geography. You will govern, prioritize, optimize and align stakeholders while balancing risk, cost and schedule.

The role partners with Operations, FRI technical teams, Projects and Commercial Operations. Strong analytical capability, governance and communication skills are essential for success.

Qualifications

  • Bachelor's degree in Engineering or related discipline; technologist path also considered for strong experience.
  • Experience in team-focused environments and cross-functional problem solving.
  • Ability to summarize portfolio issues, risks and tradeoffs clearly.

Responsibilities

  • Lead FRI capital and expense program development for assigned geography with risk scoring and portfolio readiness reviews.
  • Translate maintenance strategy into an executable near-term portfolio balancing risk, finance and execution.
  • Identify and document portfolio optimization opportunities and tradeoffs.
  • Maintain evergreen list of accelerations, deferrals and related impacts to budget and timing.
  • Serve as the FRI planning owner for projects and funded pools across work timelines.
  • Manage in-year changes and break-in work with stakeholders including Operations and Projects.
  • Support monthly program reviews, VP endorsement readiness and decision tracking.
  • Drive IAIP governance, data integrity, and clear risk communication across programs.
  • Prepare and present FRI-focused metrics and portfolio recommendations.

The Opportunity

Our US Portfolio Design & Optimization Team is evolving to meet the needs of our growing business as we expand our responsibilities across the USNG footprint. We are seeking a data-driven Facility Reliability & Integrity (FRI) Planner to help translate reliability and integrity priorities into an executable near-term portfolio through consistent governance, prioritization, optimization and stakeholder alignment.

This role serves as a key planning partner for assigned US geographies and will be expected to understand the projects and funded pools within their assigned area, manage break-in work and in-year changes, uphold IAIP governance and data quality expectations, and help identify accelerations, deferrals, and tradeoff opportunities across annual and multi-year FRI programs.

The successful candidate will have a strong partnership with Operations, FRI technical teams, Projects and Commercial Operations. This role requires sound judgment, technical curiosity, strong analytical capability, process discipline and the ability to communicate risk, readiness, cost and portfolio impacts clearly to business partners and leadership.

What you'll do
  • Lead FRI capital and expense program development activities for assigned geography, including project risk scoring, prioritization, calibration and portfolio readiness reviews.
  • Translate FRI maintenance strategy into an executable near-term portfolio by balancing risk, system consequence, regulatory drivers, commercial strategies, financial constraints and execution feasibility.
  • Identify, evaluate and document portfolio optimization opportunities, including accelerations, deferrals, bundling, annua annual shifts and other tradeoff opportunities.
  • Maintain an evergreen list of acceleration, deferral, headwind and tailwind opportunities for assigned geography, including associated impacts to budget, timing, risk and execution readiness.
  • Serve as the geographic FRI planning owner and subject matter expert for projects and funded pools across in-queue, in-year and future-year work.
  • Manage break-in work and other in-year changes for assigned geography, coordinating with technical SMEs, Operations, Projects, Commercial and Financial Planning to assess impacts to execution, budget, outage windows and portfolio priorities.
  • Support monthly program review activities prior to PDRs, including VP endorsement readiness, break-in work checks, approval documentation and decision tracking.
  • Serve as an IAIP governance expert by driving consistency, process adherence, calibration discipline and clear risk communication across FRI program development.
  • Act as gatekeeper for project data integrity and completeness, including scope, cost, risk, threat documentation, readiness status and supporting business case information.
  • Support upkeep of IAIP playbooks, scoring standards, guidance documents and planning processes in partnership with the FRI Functional Lead.
  • Coordinate with Project Execution partners on cost estimate development prior to risk scoring and portfolio decision-making.
  • Prepare and present FRI-focused metrics, portfolio recommendations, tradeoff scenarios and decision impacts to business partners and leadership.
Minimum Qualifications
  • Bachelor's degree in Engineering or related discipline (Applicants without an Engineering degree, but who have significant experience, may align to the Technologist or Business Analyst job ladder)

  • Excellent verbal, written, presentation and electronic communication skills, including the ability to summarize complex portfolio issues, risks and tradeoffs clearly.
  • Ability to recognize, recommend and implement technology, process and data improvements that improve portfolio quality, transparency or execution readiness.
  • Knowledge of facility operations, maintenance, reliability, integrity or natural gas infrastructure planning.
  • Strong business acumen, analytical capability, Excel skills and ability to develop clear, decision-ready presentations and recommendations.
Preferred Qualifications
  • Demonstrated leadership, facilitation or stakeholder-management experience in a matrixed environment.
  • Strong background in the natural gas transportation industry
  • Experience using project portfolio planning, management and reporting tools such as SAP, PPM, Master Plan, Copperleaf, or Power BI
  • Experience with project portfolio optimization and risk assessment, capital governance, or annual budget development processes.
  • 5 or more years of related experience
