Job summary

City of Norfolk is seeking a motivated Project Manager for the Facility Maintenance Division. You will coordinate and deliver facility-related projects across City-owned buildings, ensuring on-time, on-budget completion while coordinating with internal staff, contractors, and tenants.

The role requires a strong communicator with organization skills, capable of managing multiple projects and balancing customer satisfaction with public funds. A valid driver’s license is required.

Qualifications

• Five (5) years of experience in a related field; or an equivalent combination of education and experience.
• Bachelor’s degree in project management, construction management, engineering, architecture, or a related field.
• Preferred: Experience with e-Builder or other construction/project management software.

Responsibilities

• Manage the planning, scope, schedule, and budget for facility-related projects from initiation to closeout.
• Oversee the design and construction process, including reviewing drawings, specifications, and proposals.
• Procure and manage architectural, engineering, and contractor services, including negotiating and administering contracts.
• Monitor and inspect projects to ensure adherence to scope, schedule, and budget, while processing change orders, invoices, and contract amendments as required.
• Act as the departmental representative, providing expertise on best practices, budget estimates, and project delivery strategies.
• Collaborate with stakeholders such as City employees, contractors, consultants, and tenants to ensure needs are identified, addressed, and met.
• Track and report on project progress to leadership, ensuring timely communication and transparency.
• Ensure compliance with City procurement policies, safety requirements, and quality standards.
• Perform other related duties as assigned to support the Facilities Maintenance mission.
