Job summary

Kelly Services is seeking a Project Engineer (Facilities) to support a top global biopharmaceutical client in Barceloneta, PR. You will coordinate facility construction packages, oversee the GC, manage permits, walkdowns, and safety, and support design review through the CQV lifecycle for a 24/7 GMP facility.

The role covers facilities, utilities, mechanical, and electrical disciplines. Strong collaboration with the Lead(s) and A/E is essential to maintain production continuity.

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Chemical, Civil, or a related engineering discipline.
• 3-5 years of pharmaceutical/biotech or industrial capital projects experience.
• Experience with brownfield construction in an operating facility and permit-to-work systems.
• Familiarity with facilities, utilities, mechanical, or electrical disciplines to support the Lead(s).
• GMP awareness and ability to coordinate work safely within a 24/7 manufacturing environment.

Responsibilities

• Serves as Customer’s owner-side representative for the assigned facility construction package(s); oversight of GC and subcontractors, monitoring progress, quality, and compliance.
• Owns permit-to-work coordination and issuance for construction activities within the active facility; enforces segregation from live manufacturing and coordinates tie-ins with site operations.
• Conducts field walkdowns, inspections, and punchlist development; verifies installed work matches design and site standards before turnover.
• Supports construction safety evaluations and site safety plan adherence for GC activities.
• Acts as liaison between GC, A/E (Fluor), site operations, and Lead(s); ensures construction does not impact ongoing production.
• Supports review of A/E deliverables and GC submittals for alignment with Customer standards.
• Witnesses field testing (hydrostatic/pressure, megger/continuity) and supports turnover documentation.
• Maintains as-built records and tracks open items; escalates to Lead(s) as needed.
• Supports commissioning, IQ/OQ/PQ readiness, turnover, and startup alongside the CQV team.
