Qualifications

  • Bachelor's degree as listed in education requirements.
  • Minimum 3 years of facilities management or related experience.
  • Experience with Maximo or similar facilities management system.
  • Experience with Basic Facility Requirements (BFRs).
  • Experience preparing or working with DD Form 1391.
  • Experience with iNFADS, MILCON/master planning, NAVFAC knowledge.
  • Experience with Navy/NAVFAC or DoD facilities programs.
  • Preferred: budgeting, project tracking, or maintenance planning.
  • Preferred: coordinating with Government/public works or engineering organizations.

Responsibilities

  • Provide administrative coordination and technical assistance for facilities-related activities, maintenance programs, and project execution.
  • Analyze current and future facility requirements and assist with comprehensive facility requirement studies.
  • Maintain tracking mechanisms for facility funding allocations, project requirements, maintenance activities, and facility assessments.
  • Monitor facility funding information and prepare draft funding tracking sheets, budget inputs, and supporting documentation.
  • Support development and execution of short- and long-term maintenance and facility improvement plans.
  • Prepare planning inputs and support DD Form 1391 documentation for future construction projects.
  • Analyze maintenance and trouble-ticket backlogs and recommend prioritization strategies.
  • Coordinate technical communications with engineering, public works, facilities, and other stakeholders.
  • Prepare documentation required for facility project development and provide project tracking support from inception through completion.
  • Track project milestones and maintain accurate status information.
  • Conduct program analyses to identify opportunities to improve facility utilization, maintenance operations, and program effectiveness.
  • Analyze personnel, training, operational, and logistics information to identify current and future facility requirements.
  • Draft, review, and maintain Basic Facility Requirements (BFRs) and related documentation.
  • Maintain physical and electronic facility records including drawings, maps, and asset information.
  • Review space and improvement requests and develop technical recommendations.
  • Compile supporting documentation for facility projects including cost estimates and environmental information.
  • Support facility inspections, assessments, and corrective actions.

Job Summary

The Facilities Program Analyst assists with facility requirements analysis, project development and tracking, maintenance planning, budget development, facility records management, and coordination with f edera l organizations. The position also supports the NCG1 Camp Maintenance Program and provides recommendations designed to improve facility utilization, maintenance operations, and long-term infrastructure planning.

Duties/Responsibilities
  • Provide administrative coordination and technical assistance for facilities-related activities, maintenance programs, and project execution.
  • Analyze current and future facility requirements and assist with the development of comprehensive facility requirement studies.
  • Maintain tracking mechanisms for facility funding allocations, project requirements, maintenance activities, and facility assessments.

  • Review requests for space allocations and facility improvements and develop technical recommendations for consideration.
  • Compile supporting documentation for facility projects, including justifications, cost estimates, and applicable environmental information.
  • Support facility inspections, assessments, and corrective action activities.
  • Provide technical guidance and clarification to facility personnel and inspectors.
  • Calculate facility operating costs and assist with the development of annual budget inputs.
  • Monitor facility support agreements and recommend modifications when appropriate.
  • Analyze inspection results and assist with developing annual Sustainment, Restoration, and Modernization (SRM) budget inputs.
  • Support facility maintenance programs, including inspections, lock and key management, minor maintenance and repair tracking, and personnel training.
  • Prepare reports, meeting minutes, technical documentation, status updates, and other required program deliverables.
  • Attend and participate in meetings, conferences, briefings, and program reviews as required.

Required Skills/Abilities
  • Knowledge of facilities planning facility requirements analysis, maintenance planning, and infrastructure lifecycle management.
  • Ability to analyze facility conditions, utilization, deficiencies, maintenance requirements, and project priorities.
  • Working knowledge of project development, cost estimating, budgeting, and funding tracking for facility maintenance or capital improvement projects.
  • Ability to interpret engineering drawings, site plans, maps, facility records, and technical documentation.
  • Ability to develop and maintain facility requirements for documentation and supporting project justification.
  • Knowledge of preventive/corrective maintenance concepts and work-order or trouble-ticket management.
Education and Experience
  • Required: Bachelor's degree in Business Administration, Public Administration, Facilities Management, Construction Management, Engineering, Architecture, Logistics, or related field.
  • Required: Minimum 3 years of relevant professional experience in facilities management, facilities planning, project/program administration, infrastructure management, or a closely related area.
  • Required: Experience with Maximo or a comparable facilities management/database system
  • Required: Experience with Basic Facility Requirements (BFRs)
  • Required: Experience preparing or working with DD Form 1391

Physical Requirements
