Job Summary

The Environmental Compliance Specialist – Hazardous Waste environmental program compliance through hazardous waste management, regulatory inspections. The position helps maintain compliance with applicable federal, state, and installation requirements while developing accurate environmental records, maps, and analytical products.

Duties/Responsibilities

• Review, internally QA/QC, and prepare waste profiles, turn-in packages, waste characterization documentation, DD Form 1348-1 disposal documents, Uniform Hazardous Waste Manifests (UHWMs), and Land Disposal Restriction (LDR) notifications for Government review and signature.
• Verify analytical data, Safety Data Sheets (SDS), and generator knowledge used to characterize new and recurring waste streams; confirm correct RCRA/EPA waste codes and DOT shipping descriptions before transfer to the 90-day CAA.
• Compare hazardous waste documentation and management practices against RCRA (40 CFR Parts 260–279), 49 CFR Parts 171–180, MCO 5090.2, Florida Department of Environmental Protection requirements, applicable MCSF-BI plans, ESOPs, and work instructions.
• Conduct targeted unannounced spot checks and weekly observations/inspections of approximately 60 tenant- and Contractor-operated SAAs and the 90-day CAA across the MCSF-BI installation.
• Physically inspect drums and containers for proper segregation, compatibility, structural condition, closure, labeling, waste codes, and accumulation information; document deficiencies and provide immediate corrective guidance when appropriate.
• Track recurring compliance trends, prepare root-cause analyses, and recommend corrective actions or targeted training; elevate unresolved deficiencies and disputed findings to the Contracting Officer’s Representative (COR) within required timeframes.
• Maintain comprehensive, audit-ready hazardous waste records, manifest logs, biennial reporting data, inspection records, and training records in designated systems including EESOH-MIS and HMMS.
• Prepare and submit the Weekly SAA Inspection and Deficiency Log and Monthly Contractor Compliance Report, including deficiency trends, Contractor Error Scorecards, root-cause analyses, and corrective-action recommendations.
• Review profiles, labels, and turn-in paperwork supporting the monthly consolidated hazardous waste disposal event, historically involving approximately 60–70 drums of hazardous and non-hazardous waste materials.
• Develop, update, and deliver four formal environmental compliance training sessions per year for SAA operators and waste handlers; maintain attendance rosters and provide on-the-spot corrective training during inspections.
• Meet contract quality and timeliness standards, including a minimum 95% first-pass technical accuracy rate for required deliverables, timely correction of substantive errors, and support for zero Major or Critical regulatory findings attributable to Contractor-monitored sites or operations.

Required Skills/Abilities

• Active and Valid Driver’s license throughout the duration of employment and reliable transportation for daily movement around Blount Island.
• Strong reporting, training, corrective-action, and records-management skills.
• Ability to obtain DBIDS, CAC, MCEN access, and a favorable Tier 1 investigation.
• Comprehensive working knowledge of RCRA hazardous waste requirements, including 40 CFR Parts 260–279, and the ability to apply requirements to waste characterization, accumulation, documentation, and inspections.
• Working knowledge of DOT Hazardous Materials Regulations (49 CFR Parts 171–180), MCO 5090.2, and applicable Florida hazardous waste, used oil, and universal waste requirements.
• Ability to review analytical data, SDSs, generator knowledge, waste profiles, EPA waste codes, DOT shipping descriptions, manifests, LDR notifications, and DD Form 1348-1 documentation for technical accuracy and completeness.
• Ability to conduct field inspections of SAAs and central accumulation areas and identify improper segregation, labeling, container-management, documentation, and other compliance deficiencies.
• Strong quality assurance/quality control skills and attention to detail sufficient to produce accurate, signature-ready environmental compliance documentation.
• Ability to maintain organized, audit-ready records and accurately enter and retrieve information in Government-designated environmental management systems.
• Ability to analyze compliance trends, perform root-cause analysis, develop corrective-action recommendations, and communicate deficiencies clearly in writing and verbally.
• Ability to develop and deliver environmental compliance training to groups of approximately 15–25 personnel and provide effective on-the-spot coaching during field inspections.
• Proficiency with Microsoft Office, including Excel for inspection and deficiency logs, and ability to learn/use EESOH-MIS, HMMS, MCEN, and other Government systems.
• Ability to work independently in an on-site Government environment, meet recurring deadlines, respond to time-sensitive corrective actions, and coordinate professionally with the COR, Environmental Division, tenants, and other Contractors.

Education and Experience:

• Required: Bachelor’s degree in environmental science, environmental management, chemistry, biology, natural resources, occupational/environmental health, environmental engineering or related field. OR

• Required: Associates degree and 2 additional years of experience. OR

• Required: Highschool diploma or GED with additional 4 years of experience.

• Required: Minimum of 3–5 years of directly relevant hazardous-waste compliance experience, including RCRA inspections, SAAs/CAAs, waste profiling, manifests, labeling, and DOT requirements.

• Required: Relevant experience supporting environmental compliance, hazardous waste management, GIS/geospatial analysis, forestry, natural resources, or a closely related technical program.

• Required: Professional and technical experience sufficient to perform hazardous waste compliance, inspection, documentation review, waste characterization, reporting, and training duties.

• Required: Active 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification in accordance with 29 CFR 1910.120 before commencing on-site environmental compliance and inspection duties; certification must be maintained throughout performance.

• Required: Comprehensive understanding of applicable federal, state, and local environmental regulations, including MCO 5090.2 and RCRA (40 CFR Parts 260–279), with demonstrated ability to prepare technically accurate compliance documents and logs.

• Preferred: Experience with federal, state, or local government contracts.

• Preferred: Florida DEP and DoD installation experience.

Physical Requirements

• Prolonged periods of sitting at a desk and working on a government-furnished computer, as well as regular field work throughout the installation.

• Ability to conduct weekly inspections across approximately 60 SAAs within the approximately 911-acre MCSF-BI installation, including walking through industrial and operational areas and inspecting waste containers.

• Ability to safely work around hazardous materials and hazardous waste and wear required PPE, including at minimum safety glasses, hearing protection, and steel-toed safety shoes.
