Responsibilities

  • Oversee preventive maintenance of cooling/heating, chillers, and refrigeration; coordinate with contractors.
  • Direct maintenance crew; assign tasks and assist troubleshooting.
  • Evaluate projects; estimate materials and coordinate with departments.
  • Respond to emergencies to protect city property.
  • Work independently or with a team to meet schedule and quality standards.
  • Complete and maintain scheduled maintenance checklists.
  • Perform safety inspections and maintain evacuation plans and emergency supplies.
  • Attend required training.
  • Maintain records and prioritize preventive maintenance.
  • Maintain electrical systems, PDUs, generators, breakers, MCCs, control circuits.
  • Oversee contractors and coordinate maintenance and renovation services.
  • Perform other duties as assigned.

Job description

GENERAL DESCRIPTION:

This position requires skilled labor and the ability to supervise others in multiple trades. Incumbents in this classification receive assignments directly from the Facilities Operations Manager. An individual in this position oversees other members of the Facilities Management Department and performs a variety of administrative and technical tasks related to Facilities Management. This position requires a license/certification in Electrical or HVAC. Incumbents in this position require a greater degree of technical & administrative experience than those in the lower classification and are called upon to exercise greater degrees of responsibility and judgment.

An employee in this class is responsible for work in maintenance, construction, alterations, and repairs to the City of Tavares facilities. Duties include but are not limited to determining work methods, the best course of action, and procedures without immediate supervision.

ESSENTIAL JOB FUNCTIONS:

1.Performs preventive maintenance, repair, and troubleshooting of main cooling/heating and humidity systems, closed-loop chiller, and refrigeration units. Includes onsite coordination/consultation with contractors regarding repairs to systems.

2. Leads, oversees, reviews, and is responsible for programmed maintenance/repair to city facilities; disseminates crew assignments, and assists maintenance staff in troubleshooting and performing the more complex maintenance and repair activities.

3. Demonstrates a full understanding of applicable policies, procedures, and work methods associated with assigned duties; evaluates assigned work projects; estimates time, materials, and equipment necessary for the successful completion of the project; acquires necessary resources as is appropriate; coordinates work activities with other city departments.

4. Responds to calls during emergencies, evaluate building damage, and take necessary steps to safeguard city property.

5. Works independently or cooperatively as a member of a team to complete work on schedule and according to quality control standards set by the Facilities Operations Manager.

6. Completes daily, weekly and monthly checklists on building equipment, maintenance procedures and maintains records of scheduled maintenance procedures.

7. Performs safety inspections of city facilities; oversees various other safety functions for city facilities such as maintenance of evacuation plans, emergency supplies, and first aid kits.

8. Required to attend training and/or continuing education as assigned by the Facilities Operations Manager.

9. Maintains records of work completed as needed and identifies and prioritizes preventive maintenance assignments without immediate supervision.

10. Performs other maintenance-related duties (preventive maintenance, troubleshooting, and/or repair) on electrical systems, PDUs, emergency generators, circuit breakers, motor control centers, and control circuits.

11. Oversees and inspects the work of contractors related to facility maintenance services and minor construction and renovation services; coordinates with contractors in providing contract maintenance services and construction services.

12. Performs other duties as assigned

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES:

1. Ability to analyze administrative and technical problems and make sound policy and procedural recommendations for their solution.

2. Knowledge of modern governmental purchasing principles, methods, and procedures.

3. Ability to exercise independent judgment in selecting from items available and cost quotations when recommending purchases.

4. Knowledge and ability to utilize a laptop, tablet computer, and Computerized Maintenance Management System (CMMS).

5. Ability to read and interpret schematics and diagrams;

6. Proficient knowledge of computers and proficiency in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).

7. Ability to communicate effectively; orally and in writing, with internal & external stakeholders.

8. Ability to establish and maintain a professional effective working relationship with departmental personnel, all levels of employees, City officials, other government agencies, and the general public.

EDUCATION AND EXPERIENCE:

1. High School Diploma or possession of an acceptable equivalency diploma

2. Extensive experience in Facilities Management with a minimum of (2) years of experience in a managerial position or related field of supervisory experience.

(A comparable amount of training, education, or experience can be substituted for the minimum qualifications).

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

1. Current local or state-recognized license in Electrical or HVAC.

2. A valid Class “B” Commercial Florida Driver’s License or the ability to obtain within the first (12) months of employment is preferred.

3. Certification in one or more of the following areas is desired: Certified Public Manager (CPM)/or Supervisor (CPS).

4. Possession of an EPA Section 608 Technician Universal Certification. If not held at time of hiring, this must be obtained within the first (12) months of employment

5. Incumbents of this position are required to pass the Criminal Justice Information Services (CJIS) online security training and background check on a biennial basis.

6. Incumbents of this position are required to pass the National Incident Management System (NIMS) IS-700 within (60) days of employment and the ICS-100 within (90) days of employment.

ESSENTIAL PHYSICAL SKILLS:

Tasks involve the intermittent performance of physically demanding work, typically involving some combination of climbing ladders, reaching, bending, kneeling, crouching, standing, and making continuous hand/arm movements. Sufficient vision and hearing to safely and accurately perform essential functions (with or without correction) are required. Works at depths (up to 30 feet) and heights (up to 150 feet). May work in strong odors. May also require lifting, carrying, pushing, or pulling of objects and materials weighting (50-80lbs). Must be available to work night, weekend, and holiday shifts. On the night, weekend, or holiday shifts as assigned, may be required to work alone. On such assignments, within established policies and procedures, incumbents of this class are expected to work with considerable initiative and independent judgment in identifying and taking corrective action on the more routine problems. Emergency complex problems occurring during such assignments are referred to the Facilities Operations Manager.
