Job summary

Oregon Department of Transportation in Salem seeks a skilled Operations & Policy Analyst 1 – Building Manager to oversee the Mill Creek building, Salem Materials Lab, and Milwaukie Lab. Responsibilities include policy analysis, budget support, and emergency coordination.

You will manage vendor relations, coordinate with facilities teams, and lead safety/evacuation planning while ensuring secure operations and efficient space utilization.

Qualifications

• Minimum qualifications include three years of technical-level experience or a bachelor’s degree in business/public administration or related fields.
• Special qualifications include driving as an essential function with a valid U.S. driver's license and acceptable driving record.
• Experience in facility management and coordinating multi-phase projects with contractors and vendors.
• Knowledge of ADA compliance, ergonomic assessments, and building layout planning.

Responsibilities

• Develop and implement strategic facility plans in partnership with business operations and ODOT Facilities.
• Track expenditures and support future budget planning.
• Coordinate with staff and contractors to resolve building issues (security, HVAC, plumbing).
• Serve as contract administrator for facility-related agreements (mail, janitorial, vending, leases).
• Provide project management oversight for relocations, workstation design, and electrical systems improvements.
• Maintain Mill Creek facilities manual and update as needed.
