Responsible for ensuring that the County Administration/Justice Center campus including 30 E. Court St. and two parking garages are fully operational, well maintained, and kept in safe condition and suitable for use by the public and County employees at all times.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES**:
  • Responsible for planning, coordinating, and supervising all engineers, maintenance and custodial employees, contractors, and inspectors, implementing all maintenance and repairs, and managing projects that involve all building systems, new construction and renovations to ensure county-owned facilities and properties are safe, clean and well maintained in cooperation with the Building Supervisor related to the following areas:
  • Electrical, plumbing, mechanical, fire protection, roofing, carpentry and painting
  • Commercial HVAC operation, hot water boilers
  • Masonry, concrete, metal work, welding, etc.
  • Water supply and wastewater systems
  • Grounds maintenance and snow/ice removal/treatment
  • Routinely conducts building and property inspections for safety and appearance of grounds, building and system service needs. Regularly tours facilities to verify work order requests have been accomplished.
  • Identify need for new or replacement equipment, prepare specifications and installation requirements, and obtain cost quotes.
  • Serve as lead contact person for external contractors and vendors.
  • Maintain or ensure records are maintained of breakdowns, repairs and maintenance documenting when they occur, costs, time, and materials involved.
  • Responsible to maintain adequate power plant operations to provide a building environment sufficient for comfortable working conditions.
  • Designs and implements long range plans to assure all machinery functions and maintains continuous operation for the programmed life cycle.
  • Plans, designs, and implements necessary upgrades and modifications to heating, ventilating and air conditioning and HVAC operating equipment supporting the environment of county buildings.
  • Develops annual preventative maintenance programs to assure continuous operation of all machinery and equipment required to support uninterrupted facility operations.
  • Ensure that all State and Federal inspections/certifications are up to date on required equipment.
  • Develop, track and implement the department's budgets for all relevant facilities and programs.
  • Implement County procurement policies and procedures to obtain necessary materials and contracted services.
  • Ensure County policies and procedures are implemented by employees.
  • Provide 24 hour on call response for emergencies.
  • Implements in coordination with the Building Supervisor employee training programs in use of equipment, workplace safety/risk management, location of safety equipment, required Material Safety Data Sheets (MSDS), etc. Catalogues and maintains MSDS data as required by health and other regulatory agencies.
  • Interfaces with Emergency Services Department Fire Marshal and follows directions to maintain adequacy of fire safety equipment.
  • Responsible for maintaining an adequate parts inventory to support daily building operations.
  • Maintains current files of building operating permits, licenses and other important facility documents, including building blueprints.
  • Ability to read, interpret, and understand construction documents and building plans, specifications, and blueprints.
  • Communicates regularly with building occupants and address their concerns and responds to requests for services where ppropriate.
  • Coordinate and schedule set-up and support for special events.
  • Perform other duties, tasks and special projects, as assigned/required.
Qualifications Required

  • High School graduate or equivalent required. Associate's degree from an accredited college or university, or equivalent combination of education and experience preferred.
  • Trade school or equivalent experience and advanced proficiency in relevant trade skills.
  • Minimum of eight years of job-related experience related to multiple aspects of public office building maintenance, construction and operations.
  • Strong working knowledge of construction and maintenance procedures and practices (e.g., carpentry, plumbing, mechanical and electrical, HVAC, and physical/electronic security systems, fire alarm systems, and building management systems).
  • Experience with hot water or steam boiler operation and maintenance.
  • Knowledge of applicable Uniform Construction Code, NFPA codes, IBC codes, and ADA requirements.
  • Five years of supervisory and budgeting experience.
  • Excellent verbal and written communication skills.
  • Excellent organizational and time management skills.
