Facilities Engineer (Coordinator) 1 - Operations Maintenance

The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management, is seeking a Facilities Engineer (Coordinator) I.

Under basic supervision, the Facilities Engineer assists project engineers, foremen, and superintendents with a variety of engineering, construction, and maintenance projects to ensure the Philadelphia Housing Authority (“PHA”) is receiving the greatest return on investment in quality, durability, efficiency, accessibility, and value. Manages material inventories, material ordering, service order analysis, scheduling, and time entry. Provides technical assistance with other engineering, construction, and maintenance issues. Performs related duties and responsibilities as assigned.

Essential Functions

  • Assists project engineers, foremen, and superintendents with a variety of engineering, construction, and maintenance projects to ensure PHA is receiving the greatest return on investment in quality, durability, efficiency, accessibility, and value; performs work within scope of authority; duties may vary according to job assignment.
  • Assists with Capital Needs Assessments, including maintenance plans, site inspections, funding schedules, and design review.
  • Purchases supplies, equipment, and technical services at the best cost, in a timely manner, and in compliance with state and federal rules and regulations and PHA standards.
  • Assists with project management; identifies problems and technical issues, and recommends solutions; tracks service orders, and recommends purchasing and contractor solutions.
  • Schedules and coordinates inspections; generates service orders and allocates resources for preventive maintenance inspections.
  • Assists with the inspection of project work sites; verifies project activities are in compliance with project specifications and standards.
  • Performs related duties and responsibilities as assigned.

Requirements:

Bachelor’s degree in engineering, business or a related field; an equivalent combination of education and experience may be considered.

Required Knowledge:

  • Principles and practices of government project, contract, and budget management.
  • Methods, procedures, and standards for procurement record keeping and records management.
  • Engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for engineering, construction and renovation projects.
  • Principles of design, construction, and maintenance of public works projects.
  • Techniques for evaluating work site safety problems and performance conditions.

Required Skills:

  • Reviewing procurement contracts, and assuring compliance with federal and Commonwealth contracting and operational regulations.
  • Reading and evaluating blueprints and technical schematics, collecting and analyzing data, and performing mathematical and statistical calculations.
  • Analyzing and evaluating technical engineering data and construction documentation.
  • Reviewing and verifying contracts and technical documents.
  • Interacting with people of different social, economic, and ethnic backgrounds.
  • Establishing and maintaining cooperative working relationships with co-workers, officials, contractors, vendors and representatives from other local, state and federal agencies.
  • Communicating effectively verbally and in writing.
  • Operating a personal computer utilizing standard and specialized engineering software.

LICENSE AND CERTIFICATION REQUIREMENTS:

  • A valid Commonwealth of Pennsylvania driver's license may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

  • Work is performed in a standard office environment and on work sites.
