Facilities Director oversees the maintenance of buildings and grounds, building repairs, construction, and maintenance of CAPHR owned and leased properties. The Facility Director oversees the functioning of all building systems and oversees contractors involved in facility projects to ensure quality and delivery of services. Responsible for the coordination, implementation and planning of all Facilities needs working with staff, management, housing and executive management.

Received: Works under the direct supervision of the Chief Operating Officer, and general supervision of the Chief Executive Officer.

JOB RESPONSIBILITIES:
- Manages, directs, and evaluates department staff; ensures staff receives training related to specific job tasks and responsibilities.
- Manages preventative maintenance program to ensure quality and condition of equipment and record keeping.
- Conducts regular property inspections and assess the physical assets of the property.
- Works closely with Executive Management on capital projects, planning and assessments.
- Manage the work process for facilities projects and ongoing services.
- Coordinates all sub-contract work with Facilities Supervisor, Housing Directors, Housing Operations Accountant and when necessary the Chief Operating Officer. Including the determination of the extent of work needed, specifications, schedule, purchase orders and bids process and the selection of vendors.
- Ensure contractor selection is in compliance with Agency Fiscal and Procurement policies. Monitors overall performance of sub-contract work.
- Work with the fiscal department to develop and oversee operational budgets and review with Executive Management.
- Review vendor invoices, to ensure accurate services were provided prior to payment.
- Ensure completion of required weekly, monthly and quarterly reports.
- Ensure Facility work orders and documentation contained within the applicable software program (currently Boston Post) is accurate, current and updated on a real time basis as changes occur.
- Responsible for the communication and Executive Management notification of any/all events occurring in facilities that may directly impact CAPHR.
- Work with staff and local officials to plan and oversee a fire safety program.
- Maintain a safe environment through identification and elimination of any safety hazards to staff, tenants, guests and clients. This includes the administration of all training and regulatory programs (OSHA, ADA, EPA etc.)
- Completes performance reviews for the Facility Supervisors. Assessment of their ability, task prioritization and completion.
- Inspects all CAPHR owned or leased facilities for maintenance / janitorial standards and performance as well as safety inspection compliance.
- Reviews inspection results and observations along with any needed repairs with Executive management and Facility Supervisors to insure Agency specifications and expectations are met.
- Ensures a clean, well maintained, safe, and aesthetically pleasing environment of all CAPHR properties.
- Will perform and manage tasks within licensed trade as appropriate.
- Must possess a valid driver’s license and be able to travel when needed.
- Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality ofclients and staff, in accordance with SNHS policy and procedure.
- Abide by all CAPHR Safety policies and procedures.
- Present professional and positive image as a representative of CAPHR.
- Responsible for having adequate knowledge of all CAPHR programs.
- Perform other related duties as required.
REQUIRED SKILLS AND ABILITIES:
- Construction Project management Experience
- Licensed Trade- i.e. Plumbing, Electrical or the like
- Ability to create and maintain a team
- Five to ten years of developed management and or technical/trade skill
- Excellent Communication and Organizational skills
- Strong work ethic, Commitment to confidentiality
- Decision making and planning capabilities
- Construction management experience, Blue print and schematic understanding
- Procurement management
- Ability to create requests for proposals (RFP)
- Experience in bid process

EDUCATION AND/OR EXPERIENCE:
- Minimum 5 years Facilities, Construction or Property and/or Project Management experience
- Ability to read and understand blue prints, CAD drawings and other schematics
- Basic to moderate computer skills (email, excel, word, online order systems etc.)
- Bachelor’s degree or equivalent experience
PREFERRED EXPERIENCE:
- Procurement management/ Scheduling
- Good Knowledge of regulations and laws
- Ability to multitask effectively
